BACKGROUND <br /> The City has a total of 442 exterior trash receptacles throughout parks, trails, and City <br /> facility landscapes. Most of these receptacles are dumped once per week. Pleasanton <br /> Sports and Recreation Phase I, V, and Softball Complex, Pleasanton Tennis and <br /> Community, Muirwood, Creekside, Amador Valley Community, Fairlands Parks, Orloff <br /> Park Play Area, and Century House which receive service twice per week. The <br /> receptacles at the library entrance are checked daily. <br /> The current contract for services is set to expire on June 30, 2015, therefore a Request <br /> for Proposal (RFP) was formally advertised in April 2015. A total of two (2) proposals <br /> were received for this contract on May 1, 2015. The two bidders included Rubicon <br /> Landscapes and Sycamore Landscapes. Cost proposals for the work ranged from <br /> $98,399.60 to $81,120. The low bidding contractor, Rubicon Landscape, was <br /> interviewed May 7, 2015 and was found to be qualified to perform the required services. <br /> A scope or work to be provided by the Rubicon Landscape is detailed in (Attachment 1) <br /> of the Agreement for Contract Services. <br /> DISCUSSION <br /> The proposed contract would provide routine trash receptacle collection service at <br /> selected City properties for the duration of one year. The contractor bid a base fee for <br /> complete annual service based on a schedule provided by the City. In addition, the <br /> contractor provided a "per receptacle" service fee for any extra requested service that <br /> might occur during the contract period. <br /> The service level in this contract is designed to accommodate routine levels of park and <br /> trail use. The City requires special events programs to provide and pay for any <br /> additional trash collection needs created by their program that exceed the capacity of <br /> the existing service. In addition, groups operating food concessions in parks are <br /> responsible for additional dumping service for receptacles within one hundred feet of the <br /> concession on an as-needed basis. At this time, the number of exterior recyclable <br /> receptacles in the City is limited. If the City decides to add recycle receptacles, this <br /> contract provides a per service dump fee for the additional receptacles. <br /> This contract is for one year July 1, 2015 to June 30, 2016.
