BACKGROUND A total of two (2) proposals were received for this project on May 4, 2015. The two bidders included West Coast Arborists, Inc., and New Image Landscapes. Fees for the work ranged from $364 per hour to $276 per hour for basic crew rental and from $381 to $69 per tree for pruning. After reviewing all proposals, staff determined that the proposal from West Coast Arborist most fully met the criteria and qualifications for the project. In addition, West Coast Arborist, Inc., provided the lowest basic crew rental of $276 per hour and the lowest rate of$69 per tree which includes the majority of the work performed under this contract. Staff has been very satisfied with their previous performance. DISCUSSION The project consists of normal maintenance tree pruning throughout the City for the duration of one year. The Contractor bid an hourly rate for a "crew rental" as well as "unit prices" for routine street tree pruning. The contractor will perform the bulk of the tree trimming work at the per tree rate, but will bill at the crew rental rate when they are diverted off routine street tree trimming work to perform urgent non-routine requests. The contractor has also submitted hourly rates for consulting fees for a Certified Arborist assisting with the City's Heritage Tree Program. This Certified Arborist will work with the Landscape Architect Division and provide professional judgment and recommendations for all City and privately owned Heritage Trees.
