The Council also must determine whether or not to allow rebuttal arguments (which are <br /> limited to 250 words). The Council's past procedure has been to allow rebuttal <br /> arguments. <br /> State law specifies that rebuttal arguments are due ten days after the direct arguments. <br /> Therefore, the deadline for rebuttal arguments is recommended as Friday June 26th by <br /> 4:00 p.m. The City Council may call a special meeting between June 17th and 25th if a <br /> quorum needs to discuss the wording of a rebuttal argument. <br /> The proposed resolution also provides that for direct and rebuttal arguments, the Council <br /> members selected to write and/or sign are delegated authority to select other third- <br /> parties to write and/or sign the argument to reach to a maximum of five (5) signatories.10 <br /> While Councilmember Arne Olson has recused himself from participation in any <br /> decisions regarding the EPSP process due to his real property interest creating a conflict <br /> under the Political Reform Act, he is allowed to sign a ballot argument and express his <br /> views regarding any ballot measure (e.g. through letters to the editor, speaking to the <br /> public, etc.). <br /> Election Procedures. Council must adopt the attached four (4) resolutions to have an <br /> advisory measure placed on the November 3, 2015 election ballot. <br /> Information for Voters. If the Council proceeds with an advisory measure, City staff will <br /> make available to the public information about the process to date for the development <br /> of the East Pleasanton Specific Plan, the draft plan, the draft environmental impact <br /> report, task force materials, and other reports that have been considered by the Council <br /> and other commissions.
