Other comments heard at the public meeting <br /> regarding the justification for pausing or stopping the process included concerns <br /> regarding traffic and school impacts. As such, the Council may decide to phrase the <br /> advisory measure ballot question in another manner, subject to a 75 word limit. Due to <br /> the word limit on a ballot question, relevant terms can be explained in the City Attorney's <br /> Impartial Analysis. <br /> Impartial Analysis. The Elections Code allows the City Council to request that the City <br /> Attorney prepare an impartial analysis of a ballot measure. (Limited to 500 words.) The <br /> 5 The use of the word"current" in this proposed question is intentional. It refers to the East Pleasanton Specific Plan <br /> and draft environmental impact report process that began with the East Pleasanton Specific Plan Task Force that was <br /> appointed and started its work in 2012. If this question were to be selected, the City Attorney's Impartial Analysis <br /> would provide information such as this clarification about the term"current". <br /> 6 The City Council declared a Local Drought Emergency by Resolution No. 14-678 pursuant to California <br /> Government Code§§8630 et. seq. The City Council is required by law to take formal action to"proclaim the <br /> termination"of the drought emergency. The City Council also determines when to declare a water shortage <br /> emergency. (See Municipal Code§9.30.010). Most recently,the City Council declared a Stage 3 Water Shortage <br /> by Res. No. 14-675 on May 6, 2014. If this question is selected,the City Attorney's Impartial analysis will explain <br /> how these terms that are defined in the Municipal Code and other statutes. <br /> Page 3 of 6 <br />
