BACKGROUND <br /> Over the past number of years the City has utilized contract custodial services for various City <br /> facilities including the Pleasanton Police Department, City administration buildings at the Civic <br /> Center, Firehouse Arts Center, Pleasanton Senior, and the seven (7) buildings at the <br /> Operations Service Center. Under the current contract, twenty City facilities are being cleaned <br /> and Park restrooms are cleaned by full-time and part-time City staff. <br /> To assure competitive pricing, staff regularly conducts a competitive bidding process with <br /> qualified custodial firms. The City's evaluation of proposals includes the firm's experience, <br /> pricing, references, health and safety practices, innovative and quality services. <br /> A Request for Qualifications (RFQ) was circulated this past November and a mandatory <br /> bidder's conference was held on November 20, 2014. The RFQ indicated that the City was <br /> interested in expanding the scope of custodial services to include additional areas currently <br /> cleaned by City staff. A total of three companies responded to the RFQ by the due date of <br /> December 4th- <br /> DISCUSSION <br /> The recommended services per building includes five or seven day a week cleaning services <br /> of twenty-seven (27) City facilities and fifteen (15) Park restrooms. Services to be provided for <br /> City facilities are identified in time frames throughout the year (daily, weekly, monthly, bi- <br /> annual, and annual) in the General Conditions and Standards section of the Agreement <br /> (Attachment 1). Park restrooms will be cleaned daily with specific bi-monthly service <br /> requirements. <br /> Additional services are identified specific to window washing, commercial kitchen cleaning, <br /> floor finishing, aquatic center and park restrooms deep cleaning, recycling program <br /> specifications, and drought special conditions. Also required is the use of janitorial equipment <br /> that maximizes the effective reduction of building contaminants and minimal environmental <br /> impact. <br /> Based on a review of all qualifications received and the interview process, staff is <br /> recommending awarding an Agreement for Contract Goods/Services be awarded to Imperial <br /> Maintenance Services, Inc. The cost of the agreement is $480,719, annually.
