recommended a reduced, phased fee increase. The development fees that are <br /> collected, while not sufficient to fund all identified regional projects, may be used as a <br /> local match when pursuing other state and federal funding sources. In addition to the <br /> reduced overall collection target, the TVTC recommendation authorizes a fee increase <br /> to 25% of the maximum allowable rate starting in July 2015, increasing to 35% of the <br /> maximum allowable rate in July 2016. The cap for retail use would be 15% of the <br /> maximum allowable rate. This cap supports and promotes the retail development, <br /> which has less of a regional roadway impact than the other development types used in <br /> the fee. <br /> These rates produce a fee increase ranging from 44% for industrial development to <br /> 111% for retail. While these fee increases are sizable compared to today's fee, they are <br /> only a portion of what is needed to fully fund the TVTC projects and substantially less <br /> than what is supported by the nexus study. Attachment 2 fully outlines the proposed <br /> new fee structure. <br /> The TVTC Technical Advisory Committee worked directly with the development <br /> community on this effort, starting with a kick-off public outreach meeting directly <br /> advertised to over 200 developers. The development community was initially concerned <br /> about a fee increase and the timing of fee imposition. In response to feedback, and <br /> through continuous dialog and additional meetings with the development community, <br /> the TVTC approved a fee structure and schedule endorsed by the development <br /> community on June 19, 2014. <br /> The TVTC Fee was first approved by resolution in 1998. The attached resolution <br /> supersedes the original resolution. There were multiple minor modifications needed in <br /> all sections of the 1998 resolution to reflect changes in the TVTC operation and the <br /> projects. Creating an entirely new resolution that uses most of the original language <br /> was a cleaner way to present the TVTD Fee.
