Mr. Weinstein acknowledged the potential for parking to be a little more constrained. However, taking <br /> into account the proposed use, existing tenants, some intensification of use in Suite 50, and an <br /> additional 3 to 4 guests at the project site at any given time, he felt there would still be adequate <br /> parking in the area. <br /> Councilmember Narum asked why the stipulation that facility vans would load, unload, and park at the <br /> rear of the site was not a condition of approval. <br /> Mr. Weinstein explained that as part of the project description, it is covered under the standard <br /> condition requiring that the project operate in accordance with the project description. <br /> Councilmember Narum said she visited the site and her own parking analysis seems to support staffs. <br /> Councilmember Pentin asked and Mr. Weinstein confirmed that the CUP process does not indicate a <br /> request for exceptions or variances. <br /> Mayor Thome opened the public hearing. <br /> Rodney Loche, Northern California Director of Community Development with SVS, explained that his <br /> team specializes in identifying job opportunities for people with developmental challenges. As part of <br /> this process they work to break down existing barriers which includes assisting with in field and online <br /> job searches and applications, interview preparation and assisting employers in understanding the <br /> value of people with developmental disabilities as employees. In the last 2 years SVS has assisted with <br /> more than 25 job placements in the Tri Valley at companies including Toys"R"Us, Chili's, Target, <br /> Sprouts Farmers Market, Safeway corporate offices, Ross Corporate offices and Whole Foods. He <br /> introduced SVS student Jon Myers. <br /> Jon Myers stated that he was just hired to water plants at Orchard Supply Hardware in Dublin. <br /> Mr. Loche explained that in addition to helping their clients secure employment, SVS' case managers <br /> put together transportation and time management plans, provide vouchers to help pay for uniforms, <br /> assist with completing orientation and actually stay with the employee full-time throughout their first <br /> month to help them learn their job duties. <br /> Susan Leonhardt, Director of Business Administration with SVS, stated that she specializes in locating <br /> and developing sites for program offices. SVS has 75 offices located throughout California serving <br /> 5,000 adults with developmental disabilities. The proposed project location meets all criteria and is <br /> consistent with other program offices located throughout the state, which are primarily located in office <br /> parks and retail spaces. SVS is seeking to open a Pleasanton office to meet the need for adult daycare <br /> services for developmentally disabled residents in the Tri Valley. She stated that client safety is a top <br /> priority for SVS, as evidenced by their numerous commendations from CARF, the leading independent <br /> nonprofit accreditor for health and human services. SVS provides constant supervision with a client to <br /> staff ratio of 3:1. SVS' Direct Service Professionals receive 16 hours of orientation, 3 days of job <br /> mentoring, 20 hours of crisis intervention training, CPR and first aid certification and 4 hours of monthly <br /> follow-up training on related topics. She stressed that SVS is committed to being good neighbor and <br /> feels certain of its ability to win over Mr. Ruddick and any other concerned parties once they witness <br /> high quality of service provide. <br /> Vice Mayor Brown asked and Ms. Leonhardt confirmed that she had referred to the facility as an adult <br /> daycare. <br /> Peter MacDonald, SVS, stressed that the good neighbor policy is something that SVS takes to heart <br /> and they are all committed to ensuring that Mr. Rudick's fears do not come to pass. He said that staff <br /> did an excellent job in addressing the issue of parking. He noted that in addition to staffs own <br /> City Council Minutes Page 7 of 13 May 5,2015 <br />
