Vice Mayor Brown said it is her understanding that Zone 7 issues water permits, not the city. She <br /> acknowledged that the issue of when development must be slowed to keep pace with the availability of <br /> resources such as water was raised almost a year ago. She strongly urged the community to come and <br /> speak at the local water retailers meeting to voice their position on the issue. <br /> Councilmember Olson expressed concern that the state has failed to understand that housing and <br /> water are competing objectives in the current climate. <br /> Councilmember Pentin said he wrote an op-ed piece for The Pleasanton Weekly regarding what he <br /> feels is the state's lack of understanding regarding the realities of the water situation. He said he looks <br /> forward to discussing the East Pleasanton Specific Plan in light of the drought. <br /> Councilmember Narum concurred. She acknowledged staffs efforts to date and said she is happy to <br /> hear that they will continue to provide residents with as much hands on assistance as possible. She <br /> thought it important to stress that users who consume 30 units or less per billing period are exempt <br /> from surcharges. <br /> MOTION: It was m/s by Brown/Narum to approve the staff recommendation, with amendments to <br /> Chapter 14.06 as noted; waived full reading and adopted Resolution No. 15-743 certifying a final <br /> addendum to the initial study/mitigated negative declaration for the recycled water project; and <br /> introduced and waived first reading of Ordinance No. 2115 adding Chapter 14.06 Regulation of <br /> Recycled Water Use, and Ordinance No. 2116 adding Chapter 14.20 Recycled Water Use for <br /> Landscape Irrigation, to the municipal code. Public Hearing: <br /> City Attorney Lowell reported that the notice of the two items was not published in the newspaper as <br /> required by law. In order to comport with the requirements of the law, the Council may hear both items <br /> tonight and they will return on the Consent Calendar at the next regular meeting for adoption. <br /> (a) Consider allocations of Housing and Human Services Grant and Community Grant Program <br /> Funds for the Fiscal Year 2015 Grant Funding Cycle (FY 2015-16) <br /> Housing Specialist Scott Erickson presented the staff report. He reviewed the annual grant process <br /> which begins with a joint publicity effort with the cities of Livermore and Dublin and application <br /> workshops in December to advise various groups of the available funding opportunities. The city <br /> maintains a database of approximately 220 agencies and interested parties who fully noticed of the <br /> availability of funds. Applications were due in late January, after which the Human Services, Housing, <br /> Civic Arts and Youth Commissions put in considerable effort to review the requests and prepare <br /> recommendations for the Council's consideration. <br /> He presented a snapshot of the available funding, applications and funding recommendations for each <br /> program. The Housing and Human Services Grant (HHSG) Program funding includes approximately <br /> $215,000 in Community Development Block Grants (20% of which goes to program administration), <br /> $172,000 from the city's General Fund for human services related projects, $74,756 in federal HOME <br /> funds and $90,000 from the city's Lower Income Housing Fund.
