Councilmember Narum noted that 2 of the youth projects seem to address anti-bullying. While she <br /> supports the effort, she asked and Mr. Erickson confirmed that the Youth Commission vetted the <br /> projects to ensure they were not duplicative. <br /> (b) Consider approval of the Five-Year Consolidated Plan (FY 2015-19) and Annual Action Plan <br /> (FY 2015-16) for the Use of Federal Community Development Block Grant Funds <br /> Mr. Erickson stated that each year the city is required to submit an Annual Action Plan, which identifies <br /> policy and specifically states how the Community Development Block Grant funds will be used, to the <br /> Department of Housing and Urban Development. This year the city is also required to submit a Five- <br /> Year Consolidated Plan which sets some broader policies to be followed. <br /> MATTERS INITIATED BY COUNCIL <br /> Mayor Thorne reiterated his concern that the state legislature is failing to take the kind of action <br /> warranted by the current drought. While the Council's control is limited in this regard, it does have the <br /> ability to reevaluate the wisdom of moving forward with the East Pleasanton Specific Plan process in <br /> light of the potential risks to the community. He requested the Council's support to agendize a <br /> discussion considering stopping the planning process following the close of the upcoming community <br /> hearings. <br /> Councilmember Olson recused himself from the discussion. <br /> Councilmember Pentin stated his support. <br /> Councilmember Narum also offered her support but asked that the task force be notified in advance as <br /> a sign of respect for their considerable efforts over the last 2 years. <br /> Vice Mayor Brown also offered her support. <br /> Mr. Fialho said the last community meeting would be held on April 29`h. Staff expects to schedule a <br /> discussion by the Council for either the first or second meeting in May and will notify the task force. <br /> COUNCIL REPORTS <br /> Councilmember Narum reported that the School District Liaison Committee is very close to reaching a <br /> temporary use agreement for the tennis courts at Amador Valley High School. The agreement would <br /> allow use of the courts on Saturday and Sunday during the school year and then weekends and <br /> evenings throughout the summer. She stated that the Mosquito Abatement District has already reported <br /> the presence of West Nile in several dead birds and encouraged anyone finding a dead bird to call <br /> (510) 783-7744. She reported attended a meeting of the Alameda County Transportation Committee on <br /> behalf of the Mayor. <br /> Vice Mayor Brown stated that she and Councilmember Pentin continue to work with Zone 7, DSRSD <br /> and other local water retailers on long-term options for increasing the local water supply. <br /> Councilmember Pentin said he attended a legislative committee meeting for the League of California <br /> Cities at which other agencies were expressing surprise at the severity of the drought. He was pleased <br /> to be representing a community that has taken such a proactive response to the matter. He wished the <br /> Amador Valley High School Competition Civics Team the best of luck in the upcoming national <br /> competition. <br /> Vice Mayor Brown presented Councilmember Pentin with and card and gift from the entire Council to <br /> reciprocate his generous and thoughtful gestures. <br /> City Council Minutes Page 10 of 11 April 21, 2015 <br />
