More than 20 members of the Task Force you appointed, comprised of
Pleasanton residents, your planning department, and planning and economic consultants,
® have spent these years developing a comprehensive proposed plan for the repurposing of
1100 acres in East Pleasanton. This collective group has worked evenings and weekends,
taken hours upon hours of public testimony and input, and incorporated the comments from
any number of city departments as well as the Pleasanton School District. The product is the
East Pleasanton Specific Plan.
It is a long range plan that will benefit the community by taking a proactive approach to
support the right uses for the property while providing significant community-wide benefits.
Besides providing substantial recreational opportunities with trails and parks, the construction
of El Charro Road will provide much-needed relief to current traffic congestion. I will not
elaborate here on the many other benefits but they are significant.
Kiewit has been a landowner in the Pleasanton community for forty-six years. The
opponents to the Specific Plan describe Kiewit as an out-of-town developer. This is entirely
inaccurate. Kiewit is a general contractor (e.g. the relatively new Benicia-Martinez bridge is a
Kiewit project) that builds projects for public use and we are not a developer. For more than
thirty-five years, our employees worked in Pleasanton;lived in Pleasanton, sent their children
to school in Pleasanton, and shopped and worshiped in Pleasanton. Our pre-stressed
concrete operations and contractor's yard activities were accepted by the City and were
considered to be community contributors.
As to the issue regarding the most recent drought, please keep the following in mind.
The East Pleasanton Specific Plan and related CEQA review affords an important opportunity
to fully examine (from both technical and planning perspectives) and implement long-term
water management and conservation programs in East Pleasanton that can bring significant
improvements to water measures on a City-wide basis. Final project entitlements and build-
out under the Specific Plan will be phased in over a significant period of time after approval of
KIEWIT INFRASTRUCTURE CO.
1000 Kiewit Plaza,Omaha,NE 68131
(402)342-2052 (402)2712830 FAX
