The survey was done by Valerie Brock Consulting for the City of Pleasanton, Sept 2013. The report reveals that according to the survey, 38% of Pleasanton residents work in Pleasanton, and that trend is increasing (%). A report also done for the City of Pleasanton titled Pleasanton Economic Development Strategic Plan: Background Report using data from US census concludes that in 2011 17.6% of residents reported they worked in Pleasanton. In 1990 it was 27.3% If traffic models are based on 38%, and the actual is 17.6%, then the predicted outcomes will not be valid. The Brock report focuses only on Pleasanton workers. It will not capture the congestion due to cut-through traffic from Dublin, Livermore, or the Central Valley. It also does not take into account the traffic congestion caused by school drop-off and pick-ups/ The Pleasanton Economic Development Strategic Plan: Background Report bases their conclusions based upon regional US Census data (Tri- Valley) . I believe that the Pleasanton Economic Development Strategic Plan: Background Report provides more comprehensive data which models should be based upon.
