Option 3: Halt Both the EPSP Planning Process and EIR Preparation. <br /> RESOLUTION NO. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON HALTING <br /> CONSIDERATION OF THE EAST PLEASANTON SPECIFIC PLAN AND RELATED <br /> ENVIRONMENTAL REVIEW, LAND USE, AND INFRASTRUCTURE PROPOSALS <br /> WHEREAS, the Pleasanton General Plan 2005-2025 is a long-term planning document <br /> and in its Land Use Program 6.1 discusses the preparation of a Specific Plan for East <br /> Pleasanton, but the General Plan sets no specific timeline for its preparation or completion; and <br /> WHEREAS, in 2012, the City Council began a study for the East Pleasanton Specific <br /> Plan (EPSP) area, a 1,110 acre area of eastern Pleasanton and unincorporated Alameda <br /> County, and created a nineteen member citizens task force to assist in considering land use <br /> patterns, development and design, roadways and other public infrastructure, environmental <br /> protection, financing and implementation requirements for the Plan Area; and <br /> WHEREAS, the City Council acknowledges and expresses its gratitude to community <br /> members who have given their time and effort to serve on the EPSP Task Force, residents and <br /> business owners who have attending community meetings and providing input on the draft plan, <br /> as well as the time and expenditures of property owners within the Plan Area; and <br /> WHEREAS, the City Council determines that it is premature to further study or consider <br /> adoption of a Specific Plan for east Pleasanton and the related environmental impact report due <br /> to ... <br /> Drought Rationale <br /> the on-going California drought emergency and unpredictability of future water supplies <br /> Traffic Rationale <br /> traffic volume increases <br /> School Rationale <br /> concerns regarding capacity at local elementary, middle and high schools <br /> Housing Needs Rationale <br /> that no rezoning in the EPSP area is required to meet the City's 2015-2023 Regional Housing <br /> Needs Allocation (RHNA) obligation <br /> 1 <br />
