• <br /> conditions and the potential negative impacts when long dormant uses are <br /> reestablished. <br /> $20.04.015 Update Height of Fence Subject to Building Permit to Match State Law — <br /> The California Building Code now requires a building permit for fences 7 feet or taller. <br /> The proposed change would exempt fences under 7 feet in height from the requirement <br /> to obtain a building permit. The law previously required a permit if a fence was over 6 <br /> feet tall. <br /> Master Fee Schedule - The proposed resolution is Attachment 2. <br /> Retiree Medical Administrative & Late Fees - The Master Fee Schedule is <br /> proposed to be amended to add administrative fees for retirees who must pay a portion <br /> of their medical insurance premiums, but who do not use an ACH [automatic clearing <br /> house] payment program. Failure to use ACH requires City staff to print and mail a <br /> monthly invoice, then manually process payments. A monthly $5 administrative fee is <br /> proposed for those retirees not using ACH. Additionally, a $25 late payment fee is <br /> proposed for when a payment is not received by the due date specified on the invoice, <br /> as City staff must contact the retiree by mail or phone, as well as interact with the <br /> retiree's insurance provider about whether non-payment means cancellation or that <br /> insurance should stay in effect. These fees are less that actual costs, and will effect <br /> only about four percent of retirees. <br /> Parking Penalties - The Master Fee Schedule is proposed to be amended to add: <br /> 1. A parking fine of $56 for persons parking vehicles on City property where a <br /> time limit is posted. Staff intends to post 4 hour parking time limits at the Marilyn Kane <br /> Murphy Trailhead parking lot on the Bernal Property. This is in response to residents' <br /> complaints that all of the parking spaces are used by park-and-ride type commuters <br /> who park their vehicles from 7 a.m. to 6 p.m. Regular trail users state that they cannot <br /> park their cars in order to walk on the trail on weekdays, as there are no parking spaces <br /> available. Staff observation confirms that parking spaces are used on weekdays for <br /> commuter parking. Staff expects that with posted time limits and parking fines, such <br /> commuter monopoly of the parking lot will stop. The $56 fine is the same fine for <br /> exceeding a four hour parking limit on City streets. <br /> 2. A parking fine of $56 for persons parking vehicles in designated electric <br /> vehicle (EV) parking spaces when the vehicle is: (a) not an EV; (b) an EV that is not <br /> connected for charging; (c) an EV that is not charging; and (d) an EV charging more <br /> than four hours. This is to address concerns about mis-use or overuse of such parking <br /> spaces. <br /> Agricultural Mitigation Fee — The Vineyard Avenue Corridor Specific Plan <br /> established an agricultural mitigation fee for land lost to development which could have <br /> been suitable for agriculture.
