I. HOUSING AND HUMAN SERVICES GRANT (HHSG) PROGRAM BACKGROUND The City implemented an amended Housing and Human Services Grant (HHSG) program at the beginning of fiscal year 2010-11. The HHSG program combines funding from two federal grants — CDBG (Community Development Block Grant) and HOME (HOME Investment Partnership Program) — and two local sources — the Lower Income Housing Fund and General Funds for human services (part of the former "City Grant" program) — into a single streamlined grant program. The proposed allocation of grant funds covers the City's and HUD's next fiscal year. However, the City generally refers to this as its FY2016 fiscal year while HUD refers to it as its FY2015 year. As a result, to be consistent with HUD, this report will refer to these expenditures as being part of the FY2015 grant funding cycle. HHSG applications for FY2015 grant funding cycle were solicited in early December through late January. Twenty-four (24) applications were received by the January 26 deadline with a total funding request of $708,243. Based on a process introduced several years ago, applications were submitted electronically via a. computer software system which allowed members of the Human Services Commission to review the applications online. Consequently, no printed materials were distributed this year. DISCUSSION Expected HHSG Funding Levels The following table summarizes the anticipated composite level of funding for the HHSG program for the coming fiscal year: Source FY2014/15 FY2015/16 Notes Funding Funding CDBG: HUD advised the City of its FY 2015 allocation on 2/11/2015. The Capital $173,073 $174,800 allocation ($268,922) is 1% higher than last year. The $215,138 Pub.Svc. $39,940 $40,338 amount to the left includes$174,800 for capital/rehab and$40,338 for public services(15%maximum). CDBG $53,253 $53,784 CDBG funds for program administration(maximum 20%of total grant). City Gen. $164,280 $172,162 Formerly City Grant funds reserved for human services;increased from Fund last year based on 4.8% increase in the City's General Fund per policy adopted in 2009. HOME $450,000 $74,756 Last year,$450,000 was allocated toward HHSG projects(primarily the Kottinger Gardens senior housing project) effectively eliminating the backlog of uncommitted HOME funds (and the risk that these funds would revert to Alameda County). The City was recently notified by the County that its FY 2015 HOME allocation will be$74,756.
