Commissioners Lombardo and Soby asked about the payoff of loans and how those funds <br /> would be reallocated. <br /> Vice Chairperson Welsh asked again about the 25% being allocated for administration purposes <br /> and Commissioner Soby questioned whether loan applicants were also paying interest on the <br /> administration amount. <br /> Flora Garcia/ Cheryl Thomas, Abode Services—advised Commissioners that Abode Services <br /> is seeking funding to help them provide solutions to homelessness by providing case <br /> management services to clients of the-Di-Valley Housing Scholarship Program (TVHSP), a <br /> program that provides temporary tenant-based rental assistance to residents in Pleasanton that <br /> are participating in job training or education programs that will enable them to earn a living <br /> wage. Assistance is provided for two years and helps the clients pay housing expenses while <br /> enrolled in education programs. <br /> Commissioner Lombardo was advised by Ms. Garcia that participants in the program have <br /> typically been young adults but recently they have also seen older adults who are returning to <br /> school. He was also informed that clients need to have some connection to Pleasanton to <br /> qualify for a subsidy. <br /> Commissioner Soby questioned how Abode determined who could enter into the program and <br /> how a subsidy was achieved. Ms. Thomas provided information about Pleasanton apartment <br /> rents and how the subsidies were determined. <br /> Ms. Thomas discussed with Commissioner Cass the possibility of providing shared housing as a <br /> means of helping solve the housing problem. <br /> Vice Chairperson Welsh asked about Fair Market Rent (FMR) guidelines and was advised that <br /> these are issued by HUD and serve as the maximum rent levels that can be charged. She <br /> discussed the possibility of having the LIHF cover amounts in excess of the FMRs. <br /> Ms. Thomas informed the Commission about participant referrals Abode receives from Las <br /> Positas College and other Pleasanton connections. <br /> Commissioner Lombardo noted that the current funding request indicates providing assistance <br /> for approximately five (5) Pleasanton residents. Ms. Garcia advised that Abode currently has <br /> seven (7) in the program. <br /> Vice Chairperson Welsh discussed with Mr. Erickson and Ms. Thomas the fact that Pleasanton <br /> is a high cost rental area and the difficulty the program has in finding affordable housing. Mr. <br /> Erickson noted that he is working with Abode on this and has discussed with them units that will <br /> become available soon in new developments such as Anton Hacienda. <br /> Commissioner Soby asked about the sustainability of the program. Ms. Thomas advised that <br /> Abode will do everything it can to make the program work. <br /> Mr. Erickson advised Commissioners that thirty-five (35) BMR units would be made available in <br /> the new Anton Hacienda development.
