Attachment 1 <br /> URGENCY ORDINANCE NO. <br /> AN URGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> AMENDING MUNICIPAL CODE CHAPTERS 9.30 WATER CONSERVATION PLAN AND <br /> 14.04 REGULATION OF WATER SYSTEM AND WATER SERVICE FEES TO COINCIDE <br /> WITH THE STATE WATER RESOURCES CONTROL BOARD'S EMERGENCY DROUGHT <br /> REGULATIONS <br /> WHEREAS, the State of California is in the fourth year of a record drought and has declared a <br /> state-wide drought emergency; and <br /> WHEREAS, on March 17, 2015, the State Water Resources Control Board adopted <br /> emergency regulations regarding water use restrictions; and <br /> WHEREAS, the City of Pleasanton, which has also adopted a local drought emergency, <br /> proposes to amend the City's existing water use restrictions to coincide with the State Board <br /> restrictions to be implemented immediately to protect the public health, safety and welfare to prevent <br /> even greater water shortages during the on-going drought. <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br /> HEREBY ORDAIN AS FOLLOWS: <br /> Section 1. The City Council adopts amendments to Pleasanton Municipal Code Chapter 9.30 <br /> Water Conservation Plan and Chapter 14.04 Regulation of Water System and Water Service Fee, as <br /> set forth the attached Exhibit A. <br /> Section 2. A summary of this urgency ordinance shall be published once after its adoption in <br /> "The Valley Times", a newspaper of general circulation published in the City of Pleasanton, and the <br /> complete ordinance shall be posted in the City Clerk's office after its adoption. <br /> Section 3. This ordinance shall take effect immediately pursuant to California Government <br /> Code §36937(b). <br /> The foregoing urgency ordinance was adopted at a regular meeting of the City Council of the <br /> City of Pleasanton on May 5, 2015 by the following vote. <br /> Ayes: <br /> Noes: <br /> Absent: <br /> Abstain: <br /> Jerry Thome, Mayor <br />
