Review and provide comments on the PUSD Student Population Projections. 2. Discuss the EPSP as it relates to school impacts. 3. Discuss questions related to the Student Population Projections and EPSP. SUMMARY This report summarizes the key conclusions of the PUSD Student Population Projections (covering the period from Fall 2014 to Fall 2024), discusses the current status of the EPSP planning process, and identifies questions for discussion by the City Council and Board of Trustees regarding schools, the EPSP, and school funding. It should be noted that the City Council has asked that a discussion of whether to proceed with the East Pleasanton Specific Plan be agendized at an upcoming Council meeting. BACKGROUND On March 31, 2015, Davis Demographics & Planning, on behalf of PUSD, published the Student Population Projections (Fall 2014-Fall 2024). These projections identify expected student enrollment changes over the next decade, and the impact of these changes on the need for new school facilities. These projections were developed using current demographic data, along with information on expected residential development in the City, including potential plans for development of East Pleasanton pursuant to the EPSP. The future projected school enrollment data in the report provide information on the impacts of the EPSP on school enrollment, including whether additional schools are needed to accommodate projected changes in student enrollment. The potential effects of the EPSP on school enrollment and the need for new school facilities has been a consideration since the initiation of the Specific Plan planning process. Because the EPSP was expected to result in the need for a new elementary school to relieve anticipated capacity constraints at existing schools in the northeast corner of the City, PUSD expressed the need for a new elementary school in the EPSP area. The current Draft EPSP (November 2014) thus includes a potential school site as part of a 13-acre park south of Lake I (see Attachment 1, Land Use Plan). If that site is ultimately not desired by PUSD for a new school, it would be developed as additional park space.
