RESOLUTION NO. 15-743 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> ADOPTING A FINAL ADDENDUM TO THE INITIAL STUDY/MITIGATED NEGATIVE <br /> DECLARATION FOR THE RECYCLED WATER PROJECT <br /> WHEREAS, on September 16, 2014, by Resolution No. 14-710, the City of Pleasanton <br /> City Council adopted a Final Initial Study/Mitigated Negative Declaration for the Recycled Water <br /> Project for the construction of up to approximately 22 miles (115,200 linear feet) of 6-inch to 18- <br /> inch pipeline as well as approximately 3.2 miles (16,500 lineal feet) of existing pipeline that will <br /> be repurposed from abandoned or existing potable pipelines (Proposed Project) in accordance <br /> with the requirements of the California Environmental Quality Act (CEQA) and state and local <br /> guidelines implementing CEQA; and <br /> WHEREAS, after incorporating design efficiencies into the pipeline infrastructure for the <br /> Proposed Project, this resulted in the addition of 720 feet of new pipeline as well as the <br /> repurposing of an additional 9,850 feet of existing pipeline into the recycled water system, and <br /> the City, as the lead agency under CEQA, prepared an Addendum to the Initial Study/Mitigated <br /> Negative Declaration which was adopted by the City Council on January 15, 2015 by Resolution <br /> No. 15-730; and <br /> WHEREAS, after adoption of the Addendum in January 2015, the City voluntarily <br /> provided for a 14-day comment period and received one comment, a letter from Caltrans <br /> regarding the Proposed Project. Caltrans staff asked for graphics regarding where the Proposed <br /> Project would intersect Caltrans right-of-way along Dublin Blvd. and Fallon Rd. City staff <br /> provided clarification that the Proposed Project will not take place within any Caltrans right-of- <br /> way at Dublin Blvd. or Fallon Rd.; and <br /> WHEREAS, the City has prepared a Final Addendum to the Initial Study/Mitigated <br /> Negative Declaration for the Proposed Project which provides clarification to Caltrans and <br /> concludes that the proposed pipeline alignment changes will not result in any new significant <br /> impacts, substantially increase the severity of the previously disclosed impacts or involve any of <br /> the other conditions related to changed circumstances or new information that can require a <br /> subsequent or supplemental EIR under Public Resources Code §21166 and CEQA Guidelines <br /> § 15162 beyond those impacts and conditions already identified in the City's Final Initial <br /> Study/Mitigated Negative Declaration; it therefore is appropriate for the City to approve the <br /> proposed changes to the Proposed Project. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The City Council has: (1) independently reviewed and analyzed the <br /> CEQA Final Addendum and other information in the record and has considered the information <br /> contained therein prior to acting upon or approving the Proposed Project; (2) the CEQA Final <br /> Addendum to the Initial Study/Mitigated Negative Declaration prepared for the Proposed Project <br /> has been completed in compliance with CEQA and is consistent with State and local guidelines <br /> implementing CEQA; and (3) the Final Addendum represents the independent judgment and <br /> analysis of the City as lead agency for the Proposed Project. The City designates the City's <br /> Director of Operation Services as the custodian of documents and records of proceedings on <br /> which this decision is based. <br />
