Evaluation of past performance <br /> An evaluation of FY13 activities was developed for public comment in August 2014. Accomplishments <br /> for FY13 activities were included in the FY13 CAPER that was released for public comment in September <br /> 2014. Please refer to prior year CAPERs for an evaluation of past performance. The CAPER for FY14/15 <br /> will be completed in September 2015. <br /> 4. Summary of citizen participation process and consultation:process� �. <br /> Community participation is a very important part of the Consolidated Plan and Action Plan development <br /> process. The City maintains an active database of potential interested parties uses it to send out <br /> notification of grant funding opportunities at the beginning of every application cycle(early December) <br /> which is also the beginning of the annual Action Plan (and Consolidated Planiprocess. The list currently <br /> includes approximately 250 nonprofit agencies, individuals;and other interested parties. In addition, <br /> ads are placed in local newspapers (including the Pleasanton Weekly which is distributed to every <br /> household in Pleasanton)and on the City's web site. Interested parties have multiple opportunities to <br /> participate and provide input on the process starting with annual grant workshops in early December <br /> through the annual CAPER hearing held annually in August ' <br /> A pre-draft public hearing on the Consolidated Plan and Analyisis of Impediments to Fair Housing Choice <br /> (Al)took place on January 13, 2015,at the Housing and Community Development Advisory Committee <br /> meeting. The purpose of the meeting was to present an overview of the Consolidated Plan and Al,and <br /> review and solicit input on the housing and community development needs in the HOME Consortium. <br /> No public comments were received. \ / <br /> The 30-day public comment period for the Consolidated Plan will take place from April 9-May 8, 2015. <br /> A public hearing will beheld on April:16, 2015,to take comments on the draft HOME Consortium <br /> Consolidated Plan. Public Notices are placed in the following newspapers:Alameda Times Star,Oakland <br /> Tribune, Hayward Daily Review, Fremont Argus and the Tri-Valley Herald. The notice includes provisions <br /> for how the disabled can access the meeting along with a detailed description of what is included in the <br /> Consolidated Plan. At the public hearing,the hearing is listed and noticed as a hearing in the agenda. A <br /> sign-in sheet is circulated for attendance. HCD staff present the staff report regarding the Consolidated <br /> Plan. Committee members ask questions of staff,the public is then asked to make comments.
