Needs Assessment <br /> NA-05 Overview <br /> Needs Assessment Overview <br /> According to the 2010 U.S. Census, Pleasanton experienced population growth of approximately 11% <br /> from 2000(63,645)to 2010(70,711). Overall increases in population require planning for new housing, <br /> as well as rehabilitation of existing housing stock and efforts to keep the existing housing stock <br /> affordable. The Alameda County HOME Consortium has conducted a Housing Needs Assessment, <br /> Housing Market Analysis and Homelessness Analysis to provide an overview of the current state of <br /> housing and homelessness within the HOME Consortium. The results are provided in the County's <br /> section of the Consolidated Plan. <br /> As noted countywide,the recent economic recession substantially increased-the number of households <br /> with cost burdens and other housing problems both nationally and statewide. While economic / <br /> conditions have improved throughout Alameda County,the housing market recovery has been'slow, <br /> resulting in continued housing need. Pleasanton has fared relatively well in terms of a lower rate of <br /> foreclosures and property value decline as compared to other cities in Alameda County. At the same <br /> time, Pleasanton's position at or near the top of housing costs (for both for-sale and rental housing) <br /> enhances challenges for its residents. <br /> As with the County and greater Bay Area region, rental rates have increased significantly and rapidly in <br /> Pleasanton since 2010 based on the City's annual survey efforts as well as market data. Statistics <br /> available from the Bay East Association of Realtors (www.bayeast.org)support a similar trend for <br /> ownership housing in Pleasanton as compared to other areas of the county and region. <br /> The Consortium's housing needs center on cost burdening,affordability, and changing demographics. <br /> The Consortium's homeless needs center on identifying homeless populations and the resources <br /> currently available. Non-homeless special needs are included in the housing needs and non-housing <br /> community development.needs.
