MA-50 Needs and Market Analysis Discussion <br /> Are there areas where households with multiple housing problems are concentrated? <br /> (include a definition of"concentration") <br /> As with the Consortium at large,the most common housing problem for low to moderate-income <br /> households in Pleasanton is cost burden. Renters struggle to afford rental rates and low-income <br /> homeowners (particularly single-parent households and seniors on fixed incomes)struggle to afford the <br /> cost of household maintenance and repairs. In the latter case, poorly-maintained homes lead to <br /> additional repair problems, higher utility costs, etc.,further restricting household fund's and contributing <br /> to the deterioration of housing units. While the number and percentage of cost burdened households in <br /> Pleasanton is less than the average throughout the Consortium,the affordability gap is,larger because <br /> Pleasanton has the highest rents and ownership housing costs within the entire region as noted earlier. <br /> Are there any areas in the jurisdiction where racial or ethnic minorities'or low-income <br /> families are concentrated? (include a definition of"concentration")\ <br /> The Consortium overall has a diverse population with no one race comprising a majority in 2014. The <br /> population of Pleasanton is less diverse although the past-decade has seen a trend toward greater <br /> diversity. White(non-Hispanic) persons account Mr 57.2%of the,population (324%Consortium-wide), <br /> while Asians represent 25.6%(31.2%Consortium-wide).. Hispanics and Latinos/represent 11.6%of the <br /> population (23.9%Consortium-wide). Black or African American persons represent 2% (6.8% <br /> Consortium-wide),followed by smaller percentages of other races(e.g Native American, Native <br /> Hawaiian/Pacific Islander), mixed race or other. <br /> There are several methods recognized by HUD for defining areas of minority concentration. One <br /> method defines areas of minority concentration as census tracts where more than 50%of the <br /> population is comprised of a single ethnic or racial group. Another way to define minority concentration <br /> is an area where the percentage of all minorities is at least 20%above the overall percentage for the <br /> Consortium-wide minority population'percentage.
