Strategic Plan <br /> SP-05 Overview <br /> Strategic Plan Overview <br /> Pleasanton's section of the HOME Consortium's Strategic Plan will identify the City's own priority needs <br /> and describe strategies that the City will undertake to serve the priority needs.The priorities were <br /> developed from the analysis in the Needs Assessment and Market Analysis, in addition to community <br /> input. <br /> The Consortium updated its Analysis of Impediments to Fair Housing Choice(Al) inlanuary°2015.The Al <br /> identified strategies for removing or ameliorating negative effects of public policies that serve as <br /> barriers to affordable housing. Policies include tax policy affecting land and other property,,land use <br /> controls, zoning ordinances, building codes,fees and charges,growth limits;and policies that affect the <br /> return on residential investment. <br /> ice N / <br /> The housing needs strategy was developed by analyzing the characteristicsof the housing market <br /> particularly how the Consortium could use HOME and CDBG funds for rental'assistance, production of <br /> new units, rehabilitation of existing units,and acquisition of existing Units. The three Public Housing <br /> Agencies in the Consortium (Alameda County,City of Alameda and City of Livermore Housing <br /> Authorities)were consulted to develop the plan to meet the needs of public housing residents and <br /> public housing developments.The Alameda County Healthy Homes Department was consulted for <br /> strategies to evaluate and reduce lead-based'paint hazards;,.EveryOne'Home,Alameda County's <br /> Continuum of Care,was consulted for assistance in developing the plan for reducing and ending <br /> homelessness. These activities will primarily be funded with Emergency Solutions Grant, HOME Tenant- <br /> Based Rental Assistance and CDBeFunds \-..- <br /> i <br /> The Consortium's Strategic Plan wilbestimate the HOME, CDBG and ESG resources that will be available <br /> to address the.Consortitim's priority needs.
