Assess of Strengths and Gaps in the Institutional Delivery System <br /> A primary strength of the housing and community development delivery systems is the coordination of <br /> efforts between the jurisdictions and the groups that oversee these efforts on an inter-jurisdictional <br /> basis. An additional strength is the level of coordination between service providers, particularly those <br /> addressing housing needs of the homeless, special needs populations, and housing providers. <br /> Pleasanton participates on the Alameda County HOME Consortium Technical Advisory Committee(TAC) <br /> which is comprised of staff from the member jurisdictions and the County. The TAC meets bi-monthly to <br /> discuss programmatic and policy matters relating to the HOME program as well as broader federal <br /> housing and community development funding sources. <br /> The Tri-Valley cities of Pleasanton, Livermore,and Dublin have a long-standing history collaboration <br /> around housing and community issues as exemplified in the following joint efforts: <br /> • <br /> • The cities collaborate annually around the federal grant process, holding joint meetings forNOFA/ <br /> application distribution, contract submission,subrecipient monitoring,and reporting.,Staff have <br /> i <br /> worked together to develop standard applications,contracts, and monitoring tools which have <br /> improved standardization and resulted in time and cost savings for cities as-well as subrecipients. <br /> All three cities utilize the same on-line application system (Zoomrants)which provides a further <br /> benefit and convenience to subrecipients. <br /> • As noted earlier,the three cities collaborated on the completion of the Id-Valley Human Services <br /> Needs Assessment in 2011. This multi-jurisdictional effort•contributed toward the consistency of <br /> policies and programs throughout the subregion while still aliowing,a degree of independence to <br /> include local needs and priorities. <br /> • The cities have collaborated on two Section 1108 loans in order to secure federal funds in an amount <br /> larger than any one jurisdiction could support on its own,,These funds were obtained in 2002 to <br /> acquire and rehabilitate a family crisis shelter and more recently in 2015 to construct a community <br /> medical clinic. Although one city had to serve as.the/lead agency(Livermore in 2002; Pleasanton in <br /> 2015), in both cases the cities entered into an agreement to share repayment of the loans. <br /> • The cities collaborated in 2005 to open the Tri-Valley Housing Opportunity Center(TVHOC) as a <br /> clearing house to provide home buyer education and coordinate the delivery of housing services on <br /> a regional basis.. The TVHOC started out initially with a focus on first-time home buyer programs but <br /> its mission has expanded to address emerging priorities such as foreclosure prevention and income <br /> tax preparation assistance. <br /> The primary gaps facing Pleasanton and its neighbor cities in delivering affordable and supportive <br /> housing are primarily the lack of financial resources (including land)for development, operations,and <br /> support services combined with a location that has the highest costs in the region. Community <br /> development efforts are frequently limited due to a lack of financial resources. In some cases,there is <br /> need for stronger coordination between agencies and organizations although it is generally felt that the <br /> Consolidated Plan PLEASANTON 44 <br /> OMB Control No:2506-0117(exp.07/31/2015) <br />
