SP-80 Monitoring- 91.230 <br /> Describe the standards and procedures that the jurisdiction will use to monitor activities <br /> carried out in furtherance of the plan and will use to ensure long-term compliance with <br /> requirements of the programs involved, including minority business outreach and the <br /> comprehensive planning requirements <br /> The City of Pleasanton will monitor progress on activities undertaken with HUD funds as part of its on- <br /> going performance monitoring procedures. This includes:bi-monthly meetings of the HOME <br /> Consortium Technical Advisory Committee where project progress is updated; monthly'meetings of the <br /> City of Pleasanton Housing and Human Services Commissions,which provide citizen inputon housing <br /> and public service policy and implementation in the City; and a semi-annual review of the progress of <br /> each subrecipient of federal (and local)funds, including the annual CAPER review. The City)s committed <br /> to ensuring that the funds it administers are used for the intended beneficiaries as specified by local, <br /> state and federal regulations. <br /> Pleasanton has adopted and put into operation procedures to monitor the operations of its programs. <br /> These procedures include: Public and City Council monitoring through public hearings and periodic <br /> reports to City Council; regular progress review meetings;staff evaluation;annual evaluation of <br /> priorities;submission of progress reports; periodic site visits and program evaluations;financial <br /> monitoring, record keeping, and reporting requirements; review ofperiodic project reports and <br /> invoicing and payment requests from outside agencies;and notification of non-compliance. <br /> As noted earlier, all subrecipients of Pleasanton HHSG funds utilize a-web-based system for applying, <br /> reporting, and invoicing. This relatively new tool has.enhanced-the City's ability to effectively and <br /> proactively monitor its grant recipients. In addition, staff from the cities of Pleasanton and Livermore <br /> conduct many monitoring visits jointly in cases where funding is provided to the same subrecipient for <br /> the same activity. This collaboration not only provides a significant benefit to the subrecipient (by <br /> requiring one instead:of two separate monitoring visits), but enhances staff efficiency and effectiveness <br /> inasmuch as staff persons are able to support one another to ensure that the monitoring is <br /> comprehensive and thorough. <br /> As a member of the Alameda County HOME Consortium,the City of Pleasanton will comply with <br /> statutory requirements required by the Community Development Block Grant Program,the HOME <br /> Program, and other federal funding programs(as applicable). These include but are not limited to:the <br /> National Environmental Policy Act, Fair Housing and Equal Opportunity,Affirmative Marketing, <br /> Accessibility, Section 3 of the Housing and Urban Development Act of 1968, Minority/Women's Business <br /> Enterprise outreach, labor requirements, contracting and procurement practices,the Lead-Based Paint <br /> Poisoning Prevention Act, and the Uniform Relocation Act.
