IIITHE CITY OF <br /> CITY COUNCIL AGENDA REPORT 'I (`J� <br /> pLEASANTON. <br /> April 21, 2015 <br /> Operation Services <br /> TITLE: DROUGHT UPDATE; OPTIONS FOR LOCAL EMERGENCY <br /> DECLARATION AND STAGE 3 MANDATORY REDUCTIONS; ADOPT <br /> ADDENDUM TO THE INITIAL STUDY/MITIGATED NEGATIVE <br /> DECLARATION FOR THE RECYCLED WATER PROJECT; AND <br /> INTRODUCE ORDINANCES ADDING: CHAPTER 14.06 REGULATION <br /> OF RECYCLED WATER USE, AND CHAPTER 14.20 RECYCLED <br /> WATER USE FOR LANDSCAPE IRRIGATION, TO THE MUNICIPAL <br /> CODE <br /> SUMMARY <br /> As the California drought enters its fourth year, this report provides: an update on <br /> projected water allocations; information about on-going water conservation; the need for <br /> continuation of the local emergency and Stage 3 mandatory water restrictions in light of <br /> the State mandate by Governor Brown on April 1, 2015, as well as excess use penalties <br /> (which had been suspended for 90 days from January 2015 to April 2015). The Council <br /> is also asked to adopt another Addendum to the Initial Study/Mitigated Declaration for <br /> the Recycled Water Project based on direction from the State Water Board's <br /> environmental review unit. In addition, this report introduces proposed recycled water <br /> ordinances regarding: 1) the regulation of recycled water use; and 2) when recycled <br /> water is to be used for landscape irrigation. <br /> RECOMMENDATION <br /> Staff recommends that the City Council: <br /> (a) continue the local emergency drought declaration; <br /> (b) maintain the Stage 3 mandatory reduction of 25%; <br /> (c) reinstate excess use penalties for customers who do not reduce water usage by <br /> 25% effective May 15, 2015 (2015 usage compared to 2013 usage); <br /> (d) adopt a resolution adopting another Addendum to the Initial Study/Mitigated <br /> Negative Declaration for the Recycled Water Project; <br /> (e) introduce an ordinance to add a new Chapter 14.06 Regulation of Recycled <br /> Water Use to the municipal code; and <br /> (f) introduce an ordinance to add a new Chapter 14.20 Recycled Water Use for <br /> Landscape Irrigation to the municipal code <br />
