The cities of Danville, Dublin and Livermore, and the counties of Alameda and Contra <br /> Costa, will each be paid a fee equal to 1% of the amount of the assessments collected <br /> within their jurisdiction to cover their costs of collection and administration. The City of <br /> Pleasanton will be paid a fee equal to 1% of the amount of the assessment collected in <br /> the city, plus 1% of the total assessment collected from all jurisdictions to cover the <br /> costs of collection and administration. <br /> Per the Management District Plan, Visit Tri-Valley will place up to 5% of all Tri-Valley <br /> Tourism Marketing District assessments received into a Contingency Fund for future <br /> economic uncertainty and renewal costs. The contingency funds will be banked until <br /> such time as the total fund reaches an amount equal to six months of operating <br /> expenses (amount is determined by the VTV board). After that balance is achieved, <br /> contingency funds may be reallocated to sales and marketing programming. <br /> DISCUSSION <br /> To begin the formal process of renewing the Tri-Valley Tourism Marketing District, on <br /> February 17, 2015, the City of Pleasanton adopted both a Resolution of Intention to <br /> renew the business improvement district and a Resolution Requesting Consent from the <br /> Cities of Danville, Dublin, and Livermore as well as Alameda and Contra Costa <br /> Counties. <br /> In each of the cities and counties, with the exception of Livermore, the Resolution <br /> Granting Consent to the City of Pleasanton to be included in the TVTMD was approved <br /> as a consent item with no comment or discussion at the meeting. City staff has copies <br /> of the resolutions granting consent from each of the partner agencies. The Livermore <br /> City Council considered the adoption of the Resolution Granting Consent at its April 13, <br /> 2015, meeting. The resolution was adopted after discussion that indicated an interest in <br /> exploring future expansion of the assessment district to include additional types of <br /> hospitality and tourism-related businesses that would grow Visit Tri-Valley's marketing <br /> and promotional efforts beyond its current focus on serving lodging properties. From the <br /> February 18, 2015, notice to all lodging businesses through the time of issuance of this <br /> report, no protest has been received by the City. <br /> The purpose of holding this public meeting on April 21, 2015, is to hear any protest to <br /> the renewal of the Tri-Valley Tourism Marketing District. All 37 lodging businesses <br /> proposed to be included in the district were sent notice of this public meeting and a May <br /> 5 public hearing to adopt a Resolution Renewing the Tri-Valley Tourism Marketing <br /> District effective July 1, 2015. <br /> As the City previously codified the assessment district in its municipal code, a separate <br /> ordinance amending the Pleasanton Municipal Code to reflect the changes to the <br /> TVTMD will also be presented to the City Council for consideration at its May 5 meeting. <br /> A second reading to adopt the ordinance will be on the City Council's May 19 meeting <br /> agenda. <br /> Page 3 of 4 <br />
