Attachment A <br /> EXHIBIT A <br /> Scope of Consultant's Services <br /> The scope of work for this project will include the following: <br /> • Working with City staff, prepare the specific questions intended to survey <br /> willingness to allow additional City faciltiesto be built on Bernal Park, <br /> willingness to raise the TOT tax from 8% to 10% or to 12%, <br /> receptiveness to building a new library, city hall and police station and <br /> willingness to tax yourself to pay for a new library, city hall and/or police <br /> station. The exact number of questions contained in this survey is <br /> dependent upon the presentation and format recommended. However, <br /> the survey must contain information/questions that: <br /> Evaluate the primary existing services provided by the City's Pbl i ce, <br /> Fre, Planning, Building, Traffic, Water, Sewer, Parks and Community <br /> Services, Library, and Public Works Departments. <br /> Provide information regarding community expectations and interests <br /> in new services and facilities and an identification of issues which <br /> should potentially be addressed including the location of these <br /> facilities on the Bernal Property. <br /> Provide information regarding the community's willingness to tax <br /> itself for additional capital facilities through the levy of a new tax <br /> based on the assessed valuation of properties in the City. Various tax <br /> levels would need to be surveyed to determine at 66 2/3rds voter <br /> approval and a 95% confidence level, what is the tax rate per <br /> $100,000 of assessed valuation. The City has done the necessary <br /> analysis to determine what the tax rate would need to be in order to <br /> accomplish some if not all of the new facilities contemplated. In <br /> addition, the survey needs to test the citizen's willingness to increase <br /> the current hotel/motel tax of 8% to 10% and 12%. This information <br /> will be provided to the successful bidder upon award of a contract. <br /> • Consolidation of all the questions, which have been approved by the <br /> City, into a presentable format. <br /> • Tabulation of all the information received in response to the surveys <br /> • Evaluation of responses and preparation of a report outlining major <br /> conclusions reached by survey results. <br /> 61Pa !gc <br />
