Attachment A EXHIBIT A Scope of Consultant's Services The scope of work for this project will include the following: • Working with City staff, prepare the specific questions intended to survey willingness to allow additional City faciltiesto be built on Bernal Park, willingness to raise the TOT tax from 8% to 10% or to 12%, receptiveness to building a new library, city hall and police station and willingness to tax yourself to pay for a new library, city hall and/or police station. The exact number of questions contained in this survey is dependent upon the presentation and format recommended. However, the survey must contain information/questions that: Evaluate the primary existing services provided by the City's Pbl i ce, Fre, Planning, Building, Traffic, Water, Sewer, Parks and Community Services, Library, and Public Works Departments. Provide information regarding community expectations and interests in new services and facilities and an identification of issues which should potentially be addressed including the location of these facilities on the Bernal Property. Provide information regarding the community's willingness to tax itself for additional capital facilities through the levy of a new tax based on the assessed valuation of properties in the City. Various tax levels would need to be surveyed to determine at 66 2/3rds voter approval and a 95% confidence level, what is the tax rate per $100,000 of assessed valuation. The City has done the necessary analysis to determine what the tax rate would need to be in order to accomplish some if not all of the new facilities contemplated. In addition, the survey needs to test the citizen's willingness to increase the current hotel/motel tax of 8% to 10% and 12%. This information will be provided to the successful bidder upon award of a contract. • Consolidation of all the questions, which have been approved by the City, into a presentable format. • Tabulation of all the information received in response to the surveys • Evaluation of responses and preparation of a report outlining major conclusions reached by survey results. 61Pa !gc
