BACKGROUND <br /> The project is part of the City's Climate Action Plan to reduce greenhouse gas <br /> emissions to help meet the goals of AB 32. It wil provide a reduction in energy <br /> consumption due to the energy efficient LED technology, and a reduction in <br /> maintenance and replacement costs due to longer LED life span compared to HPSV. A <br /> California Energy Commission (CEC) loan with a 1% interest rate was acquired to fund <br /> the project. The City has applied for $269,000 in rebates from a PG&E one-time rebate <br /> incentive program for LED replacement. The total rebate has not been finalized since <br /> rebate submittals are still being processed and reviewed by PG&E staff. <br /> On September 17, 2013, Council awarded the contract to the lowest responsible bidder, <br /> Phoenix Electric Company of San Francisco, in the amount of $1,613,404.24. This <br /> project replaces all HPSV cobra head street lights in the City of Pleasanton including all <br /> the lights within the Hacienda Business Park (HBP). The City anticipates saving <br /> approximately $200,000 per year due to energy reduction from this project. <br /> On October 1, 2013, Council also approved a separate loan agreement with the HBP <br /> Owners Association to upgrade the street lights within the business park to LED with the <br /> same contractor and unit costs per the subject project. On March 12, 2015 HBP <br /> entered into a Promissory Note to reimburse the city in the amount of $326,793.07 for <br /> the lights in the HBP. <br /> DISCUSSION <br /> Three contract change orders were processed totaling $103,571. These contract <br /> modifications included: additional spare parts; a re-analysis of 1,300 lights resulting in a <br /> conversion from Type 2 to Type 3 light distribution for 860 lights; and replacement of all <br /> the City lights within the Caltrans overpasses right-of-way. <br /> Field-related work for this project was complete in November 2014. Spare parts and <br /> other pertinent documents per project specifications were also received to the City's <br /> satisfaction in February 2015.
