To meet the anticipated 2016 construction schedule, the City needs to hire a consultant <br /> to convert and update the Rule 20B underground utility design completed in 2010 by <br /> Bellecci and Associates. In addition, staff identified that the roadway design plans <br /> completed in 2008 by Kimley-Horn- and Associates need to be updated and incorporate <br /> "complete streets" policies which require wider sidewalks and changes to the roadway <br /> lane configurations. Staff contacted Kimley-Horn and Associates under the engineering <br /> services on-call contract, whose staff in turn contacted Bellecci and Associates to <br /> determine what would be required to complete the underground utility and roadway <br /> reconstruction project plans and specifications. During the discussions it was <br /> recommended that the two projects be combined to reduce the construction impacts to <br /> the residents and construction costs. It is anticipated that the combined project can be <br /> completed within 18 months instead of the anticipated two years. <br /> Kimley-Horn and Associates teamed up with Bellecci and Associates to present a <br /> proposal for $197,575 to complete the design and combine the underground utility and <br /> roadway reconstruction project into one set of plans and specifications. Staff reviewed <br /> the proposal and found it to be within anticipated design fees and recommends the <br /> award of the contract to Kimley-Horn and Associates. <br /> Budget <br /> The total anticipated budget expenditure for the UUD ($3.6 million) and roadway <br /> reconstruction ($2.8 million) is estimated at $6.4 million. Under the Rule 20A program, <br /> the utility companies (PG&E, AT&T, and Comcast) will reimburse the City for their pro <br /> rata share of the UUD. The City will be responsible for the City's undergrounding <br /> portion which covers: undergrounding the transformers, installation of conduit and wire <br /> for street lights, additional expenditures for service lateral in excess of the 100 Foot <br /> Rule, completion of the underground design, and construction support services. The <br /> City will be responsible for the full $2.8 million dollars for roadway reconstruction which <br /> covers: updated design, roadway reconstruction, sidewalks, and construction support <br /> services. It is anticipated that as project plans and specifications are completed and <br /> updated, the engineer's estimates will become available and additional funding will be <br /> identified if needed. <br /> In FY11/12 the City placed additional funds in Old Stanley Boulevard Reconstruction <br /> and Undergrounding Utility District Reserve CIP 055022 that has an available balance <br /> of $2,156,882.
