Councilmember Pentin congratulated the bargaining team on the cooperative effort. He reminded the <br /> public that Pleasanton was voted the #4 Most Livable City in America primarily due to its public safety. <br /> He said he is pleased that the city is able to reward its officers for their ongoing work and willingness to <br /> support the community through the recession. <br /> Councilmembers Narum and Olson echoed the comments. <br /> Vice Mayor Brown said she was particularly pleased to see the inclusion of deferred compensation as <br /> well as the employees' contributions towards medical premiums. <br /> Mr. Fialho extended a special acknowledgment to Mr. McNeill and the executive leadership of PPOA <br /> for their consistent and solid leadership throughout the process. <br /> 15. Consider adoption of the 2015/2016 City Council Work Plan Priorities <br /> Mr. Fialho introduced the item, stating that the Council reviewed its proposed Work Plan Priorities the <br /> week prior. The attachment to the staff report reflects the Council's comments and votes. Following <br /> adoption of the Work Plan, staff will translate these priorities into a fiscal impact to be incorporated into <br /> the draft budget and CIP being prepared. The Work Plan will be posted on the city website and he <br /> encouraged the public to review the 11 board objectives which range from the Bernal Property to <br /> affordable housing to fiscal sustainability to public safety. <br /> Councilmember Narum asked how staff prioritizes the funding of projects and initiatives in the Work <br /> Plan. <br /> Mr. Fialho explained that there are a number of variables. In the case of capital improvements, certain <br /> initiatives that are already in the final stages of financing will likely see an allocation of funds to be spent <br /> in the first year of the CIP to ensure that projects can be bid, awarded and begin construction. From <br /> there, projects that have master planned or designed will likely receive allocations in either year 1 or 2, <br /> although those relying on special financing may be deferred to later in the 4-year CIP. A number of <br /> projects in the Work Plan are new ideas, which may be funded in the first year or over a several year <br /> period. He noted that staff meets with the Council routinely and also takes to heart the comments made <br /> by the Council in the public setting, and has a good sense of where its priorities lie. During the budget <br /> workshops, the Council will have an opportunity to review these recommendations and make <br /> adjustments where appropriate. <br /> Councilmember Olson noted that he had pulled his vote for Zoning Code Update at the last meeting. <br /> He acknowledged that it is a staff-intensive undertaking but also said there are a number of important <br /> reasons for this to be done and he will expect to see the item back under consideration during a mid- <br /> cycle review of the Work Plan. <br /> Vice Mayor Brown asked to change her vote regarding consolidation of the Hacienda PUDs. She <br /> explained that she received some new information from James Paxson of Hacienda Business Park and <br /> now feels she can support the item. <br /> Vice Mayor Brown invited public comment. <br /> Jason Beliakoff asked that the Council consider establishing a train "quiet zone" at the Castlewood <br /> Drive crossing. He explained that the 100 decibel horn blasts which occur 15 to 20 times per day have <br /> greatly impacted the quality of life for residents of Pleasanton Ridge and other communities along the <br /> train corridor. He explained that while the Federal Railroad Administration established guidelines in <br /> 2005 that require trains to blow their horn when approaching crossings, it also recognized that the <br /> establishment of quiet zones (with certain safety measures in place) could provide a safe environment <br /> City Council Minutes Page 8 of 9 March 17, 2015 <br />
