She asked that the Council consider <br /> including a second shade structure in an effort to keep out personal additions like the plastic patio <br /> chairs that users have brought to the Muirwood Park. <br /> Vice-Mayor Brown asked staff to share a sample of the Fibar product at the next public meeting. <br /> Alex Elterman expressed concern over how development has impacted the quality of life in what was <br /> once a nice small turn. He asked the Council to consider how increasing the intensity of use here would <br /> affect his neighborhood, which is already over parked and overburdened with traffic. <br /> Mr. Gollnick stated that traffic getting in and out of his neighborhood is already untenable and that the <br /> residential streets are burdened with overflow parking from trail users and fairground events. He <br /> expressed the same concern over how this use, particularly in combination with the other potential uses <br /> that might come out of Measure P, would further burden residents. He suggested that the city at least <br /> install and enforce some residential parking restrictions in the area. <br /> Vice-Mayor Brown closed public comment. <br /> MOTION: It was m/s by Pentin/Olson to approve the Conceptual Plan, as proposed. <br /> Vice-Mayor Brown requested a friendly amendment to raise the fence height to 4 feet and second <br /> shade structure within the large dog park. <br /> Councilmember Pentin agreed, with the potential for additional parking and a second shade structure if <br /> needed. Councilmember Olson concurred. <br /> Councilmember Narum said she was inclined to include the additional parking, based on her own <br /> experience with how heavily used both the existing trail and Muirwood's dog park are. She said that, at <br /> minimum, she would like to see the construction drawings prepared with the option for each. She also <br /> supported increasing the fence height from 3.5 to 4 feet. <br /> Vice-Mayor Brown thanked the public for coming to share their concerns. She said she was very <br /> pleased to be able to meet the increasing need for dog parks within the community with such a high <br /> end product. <br /> MOTION: It was m/s by Pentin/Olson to approve the Conceptual Plan, amended to increase the fence <br /> height from 3.5 to 4 feet and to include additional parking and a second shade structure as add <br /> alternates to the project bid; authorized Tanaka Design Group to complete the design and construction <br /> bid specifications/documents for the dog park and for staff to identify funding option to be included in <br /> the 2015/16 Capital Improvement Program.
