Vice-Mayor Brown acknowledged the value of the fire department to this community. She said she
appreciated the sacrifices made in the previous contract and acknowledged that employees have
accepted what are essentially only cost of living increases in this contract. She encouraged employees
to remember and take advantage of the fact that their pension contributions can be used for things such
as home purchases, college tuition and emergency medical expenses—all of which offer them a certain
level of security while also protecting the city against greater liability to CaIPERS.
Mr. Fialho acknowledged the efforts of Human Resources Manager Deborah Gill, who served as chief
negotiator for the first time with this agreement. He thanked Ms. Yuan-Miu who, like Ms. Wagner will
soon be vacating her position, for her leadership. He also acknowledged the many ways in which the
fire employees contribute to this community including spearheading the Toys for Tots program each
year, promoting cancer awareness through their foundation, providing scholarships and generally
volunteering to improve the quality of life in the broader Tri Valley.
MATTERS INITIATED BY COUNCIL
COUNCIL REPORTS
Councilmember Olson reported attending an orientation for new Council members and Mayors at the
League of California Cities.
Councilmember Pentin reported attending the League of California Cities Policy Committee meeting on
Transportation, Public Works and Communication. Gas tax increases, which are being discussed at
both the state and federal levels, were one of the primary topics. Decreasing gas consumption and
falling prices has greatly reduced the amount of funding available to local jurisdictions, which are
responsible for maintaining approximately 80% of all streets infrastructure throughout the state. There
was also some discussion on the 811 Call Before You Dig program and how its lack of use has
become a concern for many communities throughout the state.
Councilmember Narum reported attending a recent School District Liaison Committee meeting where
the city provided an update on the East Pleasanton Specific Plan process. The District is updating its
demographers report to reflect new projects and to account for changes in the East Side planning
process. They also discussed use of the District's tennis courts and she felt there was an agreement to
work together on making them more accessible to the public. A joint meeting is tentatively scheduled
for April 27 to discuss the demographer's report and options for the East Side.
Councilmember Pentin also reported that Bike PTown, the Tri Valley representative of Bike East Bay, is
working with him and staff to arrange a local ride for those who are concerned and wish to be involved
with bike safety in Pleasanton. The ride is scheduled for February 7'", time to be determined.
Vice-Mayor Brown reported that the Mayor is in Washington, DC with the other Mayors to lobby on
behalf of the Tri Valley.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:28 p.m. The Council extended a
tribute to our nation's men and women serving in the military. We wish to honor the memories of those
who have died in past wars in defense of our country, including those who have died in the current
conflicts in Iraq and Afghanistan.
sec Ily submi -d,
r- Niaz
City Cle
City Council Minutes Page 12 of 12 January 20,2015
