• <br /> MINUTES <br /> CITY OF PLEASANTON <br /> CITY COUNCIL <br /> February 17, 2015 <br /> Mayor Thorne called the regular meeting to order at the hour of 7:00 p.m. Councilmember Narum led <br /> the Pledge of Allegiance and provided introductory remarks. <br /> ROLL CALL <br /> Present: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> Absent: None <br /> AGENDA AMENDMENTS <br /> City Manager Fialho noted an amendment to Item No. 3, specifically to reflect an acknowledgement of <br /> the Council's direction in regards to Section 17.36.08.0 of the Pleasanton Municipal Code concerning <br /> the Growth Management Program, on the Council dais. <br /> CONSENT CALENDAR <br /> Administrative Services <br /> 1. Approved regular meeting minutes of January 20, 2015 and special meeting minutes of February <br /> 3, 2015 <br /> City Manager <br /> 2. Accepted Commissioners Absences Report for the period July 1 through December 31, 2014 <br /> Mayor Thome asked how staff and/or the Council monitor and address Commission or Committee <br /> members with excessive absences. <br /> Mr. Fialho explained that the Municipal Code allows for either a member of staff or the City Council to <br /> make the recommendation to remove and replace a member who has repeated absences and reported <br /> that he did not see anything unusual in the absences reported here. <br /> Mayor Thome noted that staff is still reporting as absent one committee member who now resides out <br /> of state (Dean Schenone) and that several others have missed a number of meetings. <br /> Mr. Fialho reiterated that the Council is expected to reflect on the results of the staff report which may <br /> result in the recommendation to replace a member. Mr. Schenone is a prime example of an <br /> appointment that staff would then follow up on. <br /> Councilmember Pentin noted that one Commission member has, acknowledging that several meetings <br /> were cancelled, only attended one meeting over a 6 month period. <br /> Mr. Fialho said that staff would remind them of their obligation to the city and if not resolved, ask them <br /> to vacate their position. <br /> Mayor Thorne suggested that more than one absence per quarter should result in staff issuing a letter <br /> reminding the appointed of their obligation. <br />
