BACKGROUND <br /> The Alameda County Public Works Department (County) oversees and administers the <br /> CSA water and sewer systems. While the County has historically provided for the <br /> operation and maintenance of the system through a private contractor, most recently the <br /> California Water Service Company, this contract expired in 2012 which prompted the <br /> County to circulate a RFP for these services. The City responded to the RFP and it has <br /> been providing the operation and maintenance services to the CSA since July 1, 2012. <br /> Staff is now requesting Council approval to continue the maintenance and service for an <br /> additional year beginning July 1, 2015. <br /> The recommended contract provides for routine maintenance support during the hours of <br /> 7:00 a.m. to 3:00 p.m., seven days a week. Any emergency work performed between <br /> 3:00 p.m. and 7:00 a.m. would be subject to time and materials overtime rates as <br /> stipulated in the contract. City fees and charges included in Exhibit B (Attachment 1) <br /> have been set to assure that City costs are fully covered. In addition, to address <br /> anticipated CSA service demands, the Council approved an additional 1/2 FTE to cover <br /> the increased workload and this position is proposed to be retained for the 1 year <br /> extension. <br /> While the City is reimbursed for its costs, the service contract provides additional <br /> advantages to the City in that it assures that the system will be properly maintained. <br /> Further, it provides the City with an opportunity to provide regarding service-related <br /> decisions pertaining to this particular County service area. (Note in conjunction with the <br /> County, the City already operates the Castlewood sewer pump station on a contractual <br /> basis and the new agreement provides better control over the entire system, thus <br /> reducing the potential for problems from the Castlewood system.) Finally, the agreement <br /> provides valuable services to the residents of Castlewood. <br /> DISCUSSION <br /> Providing the CSA operations and maintenance has been beneficial to the City and the <br /> County. However, system upgrades remain an important component for the service <br /> district and while the County and the Castlewood Home Owners Association have made <br /> progress on upgrading the system over the last 3 % years, progress has been slower <br /> than the City would like. To address this, staff met with County and the home owners to <br /> notify them that they will need to be more aggressive if they want the City to continue <br /> operating and maintaining the system via this contract. They have assured us that they <br /> will make the necessary arrangements to get important upgrades completed as soon as <br /> possible. <br /> Page 2 of 3 <br />
