BACKGROUND <br /> The City has historically utilized contract services for the street sweeping services and <br /> in July 2013, after conducting a public bidding process, it entered into a two year <br /> agreement for these services. However, in October 2014, staff determined that the <br /> services being provided did not meet required performance standards and in response, <br /> the agreement was terminated. In November 2014, the City Council authorized a short- <br /> term contract with CleanStreet, and in January 2015 a (RFP) was formally advertised to <br /> obtain a longer term agreement for street sweeping services. As part of the RFP <br /> process, a mandatory bidder's workshop was held on January 28, 2015. A total of two <br /> (2) companies responded to the Request for Proposals by the due date of February <br /> 13th. CleanStreet was selected as the lowest qualified bidder. <br /> DISCUSSION <br /> As an outcome of the Request for Proposal process CleanStreet submitted the lowest <br /> bid for annual street sweeping 7,614 curb miles to be swept per year, and 28 parking <br /> areas. CleanStreet is out of Gardena, CA and has over 45 years of experience who <br /> promotes "the highest quality services", new model equipment, and has a hands on <br /> approach with addressing resident complaints. CleanStreet also has Global Positioning <br /> System (GPS) which will enable the City to view via computer intemet where the <br /> sweepers are at all times. <br /> Summary of Proposed Agreement <br /> Under the terms of the agreement, the contractor will provide once-a-month sweeping in <br /> the residential areas totaling 7,614 curb miles annually. Curb miles are defined as the <br /> miles of each curb (or edge of pavement where no curb exists) of a City street. Twice <br /> per month sweeping will be provided in the commercial areas except for Downtown <br /> commercial streets which will be swept twice per week. <br /> The Contractor will also provide twice per month sweeping to 28 designated City <br /> parking lot areas. This agreement also includes provisions for both unscheduled and <br /> emergency sweeping services when requested by the City. <br /> The proposed agreement provides the following level of service to our community, <br /> which is consistent with past street sweeping contract service levels: <br /> • Sweeping in residential areas will be done on the same day of the week each <br /> month (except for holidays), which will be coordinated to avoid conflict with <br /> garbage pick up days. <br /> • The contract requires that sweeping machines not be over five years old. This <br /> will result in newer sweepers being used with less noise and emissions. <br /> • Contract Sweeping Services will be required to submit a monthly report of miles <br /> swept and tons of debris picked up by zone. <br /> Page 2 of 3 <br />
