BACKGROUND <br /> The project was authorized in the 2014/2015 Capital Improvement Program to replace <br /> deteriorated water valves throughout the City. Control valves provide for operational <br /> control of the water distribution system. When emergencies occur or maintenance repairs <br /> must be made, control valves allow for sections of the water distribution system to be <br /> isolated, thus preventing disruption of water service to a large amount of customers. <br /> The project locations were developed by the Utilities Division and prioritized by the <br /> Engineering Division for the planned 2015 street resurfacing project. This project consists <br /> of removing and replacing 22 valves, and if necessary, ten water services. <br /> DISCUSSION <br /> Bids <br /> The engineer's estimate for the project was calculated at $90,000. Sealed bids were <br /> opened on February 17, 2015. Three bids were received that ranged from $108,600 to <br /> $192,004 (see Attachment 2). Since the low bid was higher than the City's cost estimate, <br /> staff researched current bid openings for similar projects and found that due to the <br /> improving economy, construction costs are increasing. As a result, staff believes the low <br /> bid amount to be justified. The low bid was received from Campbell Construction <br /> Company of Amador City, California. All bid documents were found to be in order and <br /> past work performed by Campbell Construction Company was verified to be satisfactory. <br /> Staff recommends award of the construction contract to Campbell Construction <br /> Company. <br /> Budget <br /> Staff recommends that the contingency amount for this project be set at 10% of the <br /> construction contract for unforeseen conditions. A project funding and estimated <br /> expenditure summary is included as Attachment 3. The project has a shortfall due to the <br /> total number of valve replacements identified during the design process and the potential <br /> for replacing water services. Staff recommends the transfer of $19,460 from the Bi- <br /> Annual Control Valve Improvements project, CIP No. 121011, to fully fund this project. <br /> Schedule <br /> The proposed schedule for the project is as follows: <br /> Approval of Plans and Specifications/Award of Contract March 17, 2015 <br /> Start of Construction April, 2015 <br /> End of Construction June, 2015 <br /> Page 2 of 3 <br />
