Attachment 1 <br /> Conservation Act SB7x7 of 2009 (20% reduction by the year 2020). <br /> For the potable water system, residential customers, it is anticipated that under this <br /> fee structure Tier 1 will reflect an indoor water allotment; Tier 2 will reflect a portion <br /> of outdoor water allotment; additional tiers will reflect a structure to encourage <br /> conservation. <br /> For the recycled water system, the proposed rates will be required to provide rate <br /> options that ensure cost recovery as well as ensuring the financial capacity to <br /> increase the reliability of the recycled water system. Currently, the recycled water <br /> system gets it supply from both the DSRSD and the City of Livermore. <br /> For the sewer collection system you will develop proposed rates for the wastewater <br /> enterprise that are in compliance with Proposition 218 (California Constitution <br /> Articles XIII C & D). You will be expected to provide options and analysis for <br /> recovery of cost of services. <br /> For the wastewater enterprise, you will be expected to provide analysis and options <br /> on calculation of rates and the rates must be developed to ensure that they <br /> accurately reflect the proportion of water used by customers that is entering the <br /> wastewater system. Residential rates are bi-monthly flat rates and non-residential <br /> rates are based on water consumption. <br /> A final analysis will compare proposed water, sewer, and recycled water rates with <br /> that of neighboring and comparable cities. <br /> E. Customer Education and Outreach <br /> A final component of this engagement may be assisting City staff with customer <br /> education and outreach specifically targeted to the Proposition 218 rate <br /> announcements, mailers and power point presentations for the workshops. City staff <br /> has experience with these issues from the 2010 rate increase. However, assistance <br /> in this is required but minimal. <br /> F. Meeting Attendance <br /> The selected consultant shall attend meetings with staff, and at least one public <br /> workshop. This is in addition to meetings with staff to review and present work in <br /> progress to the Finance Committee, and may include meeting with City Council. <br /> This shall include no fewer than 2 on-site meetings. <br /> G. Term of Engagement <br /> It is anticipated that the engagement will be completed within 6 months. The <br /> following are proposed milestones.
