FOR <br /> WATER AND SEWER RATE CONSULTING SERVICES <br /> SUMMARY <br /> In September 2010, the City increased the water and sewer rates. Per Proposition 218, <br /> the City is required to review these rates a minimum of every five years. As a result of <br /> this, in December 2014 staff sent out a request for proposal (Request for Proposal) for <br /> water and sewer rate consulting services. The City received proposals from four firms <br /> and staff interviewed all of the firms. Based on their proposals, interviews and pricing, <br /> staff has determined that the most qualified firm is HDR Engineering, Inc. Staff is <br /> recommending that the Council authorize the City Manager to sign a professional <br /> services contract with HDR Engineering, Inc. in an amount not to exceed $83,595. The <br /> 2014/15FY water and sewer budgets include a total of $120,000 to fund these two <br /> studies. <br /> RECOMMENDATION <br /> Staff recommends that Council authorize the City Manager to enter into a contract with <br /> HDR Engineering, Inc. in an amount not to exceed $83,595. <br /> FISCAL IMPACT <br /> The Water and Sewer Funds include $60,000 each to fund the water and sewer rate <br /> studies. The water rate study is for an amount not to exceed $48,565 and the sewer <br /> rate study is for an amount not to exceed $35,030, for a total contract amount of <br /> $83,595. <br />
