THE CITY OF l
CITY COUNCIL AGENDA REPORT VVV
pL£ASANTON.
February 17, 2015
Community Development
TITLE: P14-1276, CITY OF PLEASANTON — CONSIDER INTRODUCTION OF AN
ORDINANCE AMENDING TITLE 18 (ZONING) OF THE PLEASANTON
MUNICIPAL CODE TO ESTABLISH A PERMIT PROCESS AND
PERFORMANCE STANDARDS FOR BEEKEEPING
SUMMARY
The application would amend Title 18 (Zoning) of the Pleasanton Municipal Code (PMC) to
allow beekeeping on detached single-family properties and on land zoned for Agricultural
(A) uses. The amendments would establish a permit process and performance standards,
similar to those adopted in other cities throughout California and the U.S., that are
designed to address potential concerns related to beekeeping while recognizing and
fostering beekeeping's ecological and other benefits.
PLANNING COMMISSION RECOMMENDATION
At its January 28, 2015 meeting, the Planning Commission unanimously recommended
approval of the amendments to the PMC (Attachment 1).
RECOMMENDATION
Introduce the ordinance amending the PMC, as shown in Attachment 1.
FINANCIAL STATEMENT
The City would recoup a small percentage of the costs of administering beekeeping
permits through fees collected from beekeeping applicants. Staff has researched the
training and equipment costs associated with monitoring beekeeping operations and
believes that such costs, along with the costs of reviewing beekeeping applications, can be
accommodated within the Current Planning budget. Beekeeping would also result in
indirect economic benefits to the City, including enhancing the productivity of gardens and
small agricultural enterprises, and small-scale beeswax/honey production.
