Waived full reading and adopted Resolution No. 15-730 approving a CEAQ addendum to the <br /> Initial Study/Mitigated Negative Declaration for the City of Pleasanton Recycled Water Project <br /> Police <br /> 9. Approved the Special Event street closures for calendar year 2015 <br /> MOTION: It was m/s by Pentin/Narum to approve the Consent Calendar as recommended. Motion <br /> passed by the following vote: <br /> AYES: Councilmembers Narum, Olson, Pentin, Vice Mayor Brown <br /> NOES: None <br /> ABSENT: Mayor Thome <br /> MEETING OPEN TO THE PUBLIC <br /> 10. Bicycle Friendly Community Award Presentation <br /> Economic Development Specialist Lisa Adamos reported that in November 2014 the League of <br /> American Bicyclists named Pleasanton as one of its newest Bicycle Friendly Communities (Bronze <br /> Level), a distinguished group of more than 325 visionary communities nationwide. This designation is <br /> both an honor and a clear representation of the city's commitment and efforts to meet the needs of the <br /> cycling community since it first applied for the designation in 2011. Ms. Adamos extended a special <br /> thank you to city staff across nearly every department, the Pleasanton Police Department, the Bicycle, <br /> Pedestrian and Trails Committee and Bike East Bay. <br /> Joe Streng, Bicycle, Pedestrian and Trails Committee Chair, also extended his gratitude to city staff <br /> and the Council. He also acknowledged the members of the Bicycle, Pedestrian and Trails Committee <br /> who proactively advocate for cyclists and pedestrians throughout the city and are already looking <br /> forward to achieving the Silver designation. <br /> Jim Van Dyke thanked the city for its commitment, which he is proud to bear witness to as both a local <br /> business owner and resident. He suggested that there is no better use of city funds from a bottom line <br /> perspective than an investment in these types of improvements and infrastructure. <br /> Dave Campbell, Bike East Bay, presented Pleasanton with its award on behalf of the League of <br /> American Bicyclists. On behalf of both organizations, he thanked the Council for its support. He advised <br /> that in order to reach the silver level, which the City of Oakland has achieved, the city will likely need to <br /> focus on increasing bicycle parking and making bicycle lanes more protected. <br /> 11. Public Comment <br /> Kevin Comerford, Service Champions, addressed the Council again regarding the HERO financing <br /> program. He noted that 789 of the 1,500 residential permits pulled between January 2013 and February <br /> 2014 were for HVAC related work and that his company alone was responsible for over 35% of those <br /> permits. Service Champions also ran 15,331 service calls and generated over $3.1 million in revenues <br /> in Pleasanton over the last two year. He stressed the benefits that the HERO program would bring to <br /> property owners in terms of financing opportunities, local businesses like his in terms of revenues, and <br /> the community in terms of jobs and fee revenues. <br /> City Council Minutes Page 2 of 12 January 20, 2015 <br />
