nature of this allocation may raise concern, staffs sense is that the potential for the <br /> borrowing is minimal and it's assumed that if the City Council approves an affordable <br /> project, then it's also assumed that it supports its construction. In view of this, <br /> Section 17.36,080 (C) has been added as follows: <br /> In the event that growth management unit allocations are unavailable during a <br /> particular year and the city has approved a project containing affordable units that is <br /> subject to a city Affordable Housing Agreement, growth management unit allocations <br /> from previous and/or future years shall be approved in the number required to <br /> accommodate the affordable housing units, including if necessary, borrowing from <br /> the next regional housing needs allocation period. <br /> If the City Council is not in agreement with option 3, then staff recommends it select <br /> option (a) or (b) and direct staff provide the alternate language. In addition, the City <br /> Council may direct staff to identify additional options for consideration. <br /> 4. Language Clean-Up <br /> Also included as part of the recommended amendment is language clean-up intended <br /> to ensure consistent use of terns such as "growth management unit allocation." The <br /> current GMO version uses multiple terms and this revision is intended to clarify those <br /> situations. The language clean-up also includes an amendment to Section 17.36.060 <br /> (A) indicating that the maximum number of available growth management housing <br /> allocations can only be changed by an ordinance adopted by the City Council. <br /> Currently, the ordinance reads that once the City Council sets the number of units <br /> allowed to receive growth management approval each year, it cannot be changed. <br /> While staff understands that the current language represents the clear intent of the City <br /> Council, the ability to modify or even eliminate, an ordinance rests with the City Council <br /> and therefore, this is intended to reflect that actuality. <br /> What the Amendment Would Not Change <br /> • No change to the process for calculating the annual unit limit. <br /> • No additional exemptions of omissions <br /> • No changes to the City Council's flexibility to prorate or reorganize growth <br /> management unit allocations <br /> • No modifications to fees, program administration or the growth management report <br /> • Continues to require growth management approval prior to issuance of a building <br /> permit. <br /> Page 6 of 7 <br />
