BACKGROUND
The Annual Curb and Gutter Replacement project consists of removing and replacing
curb and gutter to improve drainage flow, and removing and replacing damaged
sidewalks that are potential tripping hazards. It also includes the installation of Americans
with Disabilities Act (ADA) ramps for accessibility. The locations are coordinated with the
upcoming annual street resurfacing program (see Attachment 1 for project locations).
This project consists of removing and replacing 2,500 SF of sidewalk that presents
potential tripping hazards, 2,100 LF of curb and gutter that has cracks and drainage
problems, and installing 66 new intersection ramps for ADA accessibility.
DISCUSSION
Bids
The engineer's estimate for the project was calculated at $250,000. Sealed bids were
opened on January 13, 2014. Six bids were received that ranged from $294,980 to
$477,590 (see Attachment 2). The low bid was received from Rosas Brothers
Construction of Oakland, California. All other bid documents were found to be in order
and past work performed by Rosas Brothers was verified to be satisfactory. Staff
recommends award of the construction contract to Rosas Brothers Construction.
Budget
Staff recommends that the contingency amount for this project be set at 10% of the
construction contract for potential expansion of project limits due to defects that may
become apparent during the demolition phase. A project funding and estimated
expenditure summary is included as Attachment 3. The project has a shortfall due to new
design standards for constructing ADA access ramps and the need to install access
ramps associated with this year's annual street resurfacing program to comply with the
ADA requirements.
Schedule
The proposed schedule for the project is as follows:
Approval of Plans and Specifications/Award of Contract February 3, 2015
Start of Construction April 2015
End of Construction June 2015
Submitted by: Fiscal Review: Approv by:
Brian Dolan Emi y Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
