Mayor Thorne echoed her frustration over the state's meddling in local affairs, some that he and others <br /> have fought and will continue to fight through the League of California Cities. <br /> Councilmember Narum echoed some of that frustration and hoped the city would have some success in <br /> impressing this upon newer legislators, but she also pointed out the importance of complying with the <br /> law that is in effect. She said she was pleased with the variety of housing types supported in the <br /> Housing Element, specifically second units which she saw as an excellent opportunity to disperse new <br /> housing throughout the city. She reiterated her discomfort with new development in the face of the <br /> drought and its impact on existing residents. She said she hoped that any changes to growth <br /> management with regards to affordability to lean more towards borrowing units from future years as <br /> opposed to any of the other options mentioned. She also echoed the Vice-Mayor's comments regarding <br /> the CM Capital 2 site. <br /> Mayor Thome noted that the city's more recent and notable legal difficulties could have been avoided <br /> with a certified Housing Element, which says something on the importance of complying with state law <br /> regardless of one's opinion of its requirements. <br /> MOTION: It was m/s by Pentin/Narum to waive full reading and adopt Resolution No. 15-727 <br /> approving the City-Initiated General Plan amendment to approving an updated housing element <br /> of the General Plan for the 2015-2023 Planning Period as filed under Case P14-0440 and <br /> introduce and waive first reading of Ordinance No. 2111 approving the City-Initiated rezoning of <br /> the CM Capital 2 Site (5758 and 5794 West Las Positas Boulevard, as filed under case P141309 <br /> to change the density from a minimum of 30 residential units per acre to a maximum of 12.5 units <br /> per acre. Motion passed by the following vote: <br /> AYES: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br /> NOES: None <br /> ABSENT: None <br /> MATTERS INITIATED BY COUNCIL - None <br /> COUNCIL REPORTS <br /> Mayor Thome reported that he would be in Washington, DC attending the U.S. Conference of Mayors <br /> during the next Council meeting. <br /> ADJOURNMENT <br /> There being no further business, the meeting was adjourned at 7:52 p.m. The Council extended a <br /> tribute to our nation's men and women serving in the military.
