ATTACHMENT 2 <br /> THE CITY OF <br /> Parks and Recreation Commission <br /> _ mt;.�.� L Agenda Report <br /> pLEASANTONC December 11, 2014 <br /> Item 4 <br /> SUBJECT: CONSIDERATION TO APPROVE THE FINAL CONCEPTUAL PLAN FOR THE <br /> NEW OFF-LEASH DOG PARK PROPOSED FOR THE BERNAL PROPERTY <br /> ADJACENT TO THE MARILYN MURPHY KANE TRAIL STAGING AREA <br /> SUMMARY <br /> At your October 9, 2014 meeting, the Commission reviewed the preliminary conceptual plan for <br /> an approximately 1.5 acre off-leash dog park (dog park) on the Bernal Property adjacent to the <br /> Marilyn Murphy Kane Trail staging area. This site was approved previously by your Commission <br /> and the City Council. As an outcome of that meeting, the Commission, and the public, provided <br /> feedback and requested staff make plan revisions for final approval and in response, staff has <br /> made the related plan amendments which are being presented at this meeting for review and <br /> approval. <br /> Following the October 9 Commission meeting, staff received numerous emails and phone calls <br /> from residents in neighborhoods adjacent to the dog park expressing concern regarding the <br /> potential of noise, (dogs barking), traffic and the overall negative impact of the dog park in their <br /> neighborhood and in response to these comments, staff conducted a neighborhood meeting on <br /> November 12, 2014 to listen to and potentially address their concerns. As a result of that <br /> meeting and comments received through emails and phone calls, this report includes a number <br /> of strategies for potentially making the dog park design more amenable to the neighborhood. <br /> Some of these strategies are in conflict with comments raised at your October 9 Commission <br /> meeting and as such, the Commission will need to weigh in on these issues and provide staff <br /> with recommendations as the project proceeds to the City Council. <br /> RECOMMENDATION <br /> 1. Approve the final conceptual plan (Attachment 1) for the off-leash dog park on the Bernal <br /> Property and provide recommendations as appropriate to amend the design. <br /> 2. Direct staff to forward the final conceptual plan to the City Council for its consideration <br /> and approval. <br /> FINANCIAL STATEMENT <br /> There is no specific financial impact as a result of this meeting. However, construction of the <br /> park and its ongoing maintenance will have an impact that will be determined prior to submittal <br /> of bids to construct the dog park. Staffs assumes that if the final conceptual plan is approved, <br /> that the City Council will either authorize the continuance of the project, including project funding <br /> and issuance of a request for construction bids, or direct staff to consider project funding as part <br /> of the City's Capital Improvement Program (CIP) that will be considered for approval in June <br /> 2015. <br />
