City of Pleasanton Recycled Water Project <br /> CEQA Addendum <br /> Chapter 1 Introduction <br /> This Addendum assesses the environmental impacts of changing portions of the proposed pipeline <br /> alignment of the City of Pleasanton's (City) proposed Recycled Water Project (Proposed Project). The <br /> City, as the lead agency under the California Environmental Quality Act (CEQA), will consider the <br /> potential incremental environmental impacts of the proposed pipeline alignment changes when it <br /> considers whether or not to approve this change to the Project. This Addendum is an informational <br /> document and is intended to be used by the City under Public Resources Code section 21166 and the <br /> related CEQA Guidelines, specifically sections 15162 through 15164.1 <br /> The conclusion of this Addendum is that the proposed pipeline alignment changes will not result in new <br /> significant impacts, substantially increase the severity of previously disclosed impacts or involve any of <br /> the other conditions related to changed circumstances or new information that can require a subsequent or <br /> supplemental EIR under Public Resources Code section 21166 and CEQA Guidelines section 15162 <br /> beyond those impacts and conditions already identified in the City's Final Initial Study/Mitigated <br /> Negative Declaration (IS/MND) (SCH #2014062084) (also referred to as IS/MND throughout this <br /> document), which was certified and approved by the City on September 16, 2014. As discussed in this <br /> Addendum, CEQA and the CEQA Guidelines do not require a subsequent or supplemental negative <br /> declaration or environmental impact report for the proposed alignment changes. <br /> 1.1 California Environmental Quality Act (CEQA) <br /> For a proposed modified project,State CEQA Guidelines (Sections 15162 and 15164)provide that an <br /> Addendum to an adopted IS/MND may be prepared if only minor technical changes or additions are <br /> necessary or none of the following conditions calling for the preparation of a subsequent IS/MND have <br /> occurred: <br /> • Substantial changes in the project which require major revisions to the IS/MND due to the <br /> involvement of new significant environmental effects or a substantial increase in the severity of <br /> previously identified significant effects; <br /> • Substantial changes with respect to the circumstances under which the project is undertaken <br /> which require major revisions to the IS/MND due to the involvement of new significant <br /> environmental effects or a substantial increase in the severity of previously identified significant <br /> effects;or <br /> • New information of substantial importance, which was not known and could not have been <br /> known with the exercise of reasonable diligence at the time of IS/NIND adoption, shows any of <br /> the following: <br /> i) The project will have one or more significant effects not discussed in the IS/MND, <br /> ii) The project will result in impacts substantially more severe than those disclosed in the <br /> IS/MND, <br /> iii) Mitigation measures or alternatives previously found not to be feasible would in fact be <br /> feasible and would substantially reduce one or more significant effects of the project,but <br /> the project proponent declines to adopt the mitigation measure or alternative,or <br /> The CEQA Guidelines are contained in Title 14 of the California Code of Regulations. <br /> December 2014 1-1 <br />
