III. ORGANIZATION <br /> A. Introduction <br /> This section of the SSMP identifies City staff responsible for implementing this SSMP, responding to SSO <br /> events and meeting the SSO notification and reporting requirements. It also includes the designation of <br /> the Legally Responsible Official (LRO), who is responsible for completing and certifying spill reports <br /> submitted to the SWRCB's on-line reporting system (CIWQS).This section fulfills the organization <br /> requirement of the SWRCB (Element 2)SSMP requirements. <br /> B. Regulatory Requirements <br /> State GWDR Requirement: <br /> The collection system agency's SSMP must identify: <br /> 1. The name of the responsible or authorized representative; <br /> 2. The names and telephone numbers for management, administration, and maintenance <br /> positions responsible for implementing specific measures in the SSMP program. Include <br /> lines of authority as shown in an organization chart or similar document with a narrative <br /> explanation; and <br /> 3. The chain of communication for reporting SSOs, from receipt of a complaint or other <br /> information, including the person responsible for reporting SSOs to the State and <br /> Regional Water Board and other agencies if applicable (such as County Health Officer, <br /> County Environmental Health Agency, Regional Water Board and/or the California Office <br /> of Emergency Services (Cal OES). <br /> C. Organization and Staffing <br /> The organization chart for the management, operation and maintenance of the City's Utilities Division <br /> system is shown on Figure 2-1. General Responsibilities are described below. Table 2-1 is a listing of <br /> telephone numbers for key positions. <br /> 101 Page <br />
