v � <br /> BACKGROUND <br /> The Hopyard Road and Golden Road intersection was built out to accommodate the <br /> proposed widening of Hopyard road to four lanes. The 1996 General Plan identified <br /> Hopyard as four lanes in anticipation of development in the area. During the 2005 <br /> General Plan update it was determined that the additional two lanes were no longer <br /> required. <br /> The Hopyard Road and Golden Road intersection modification provides several safety <br /> improvements for vehicles, pedestrians and bicyclists. With the project improvements, <br /> pedestrians and bicyclists will be guided along the class 1 trail that runs along the west <br /> side of Hopyard Road up to the corner of Hopyard and Golden where marked <br /> pedestrian crossings have been installed. Additionally, the improvement provides <br /> shorter crossing distances for pedestrians, bicyclists and vehicles, reducing the <br /> exposure time to conflicting movements. The project also modified the corner radii to <br /> provide a standard curb extension. This eliminates the need for vehicles to look back <br /> over their shoulder/blind spot when accessing Hopyard Road from Golden Road. <br /> This project consisted of: removal of approximately 12,100 square feet of existing <br /> roadway, curb and sidewalk; and installation of 770 linear feet of curb and gutter, five <br /> ADA ramps, 1,950 sft of sidewalk, storm drain and inlets, landscaping and irrigation <br /> modifications and associated pavement markings. <br /> On June 3, 2014, Pleasanton's City Council awarded the contract to Sposeto <br /> Engineering, Inc. in the amount of $216,685. Council authorized the Director of <br /> Community Development to approve change orders up to the project contingency <br /> amount of$21,941. The project has since been completed and is ready for acceptance. <br /> DISCUSSION <br /> Budget <br /> Funding for this project was provided by Bicycle and Pedestrian Related Improvements <br /> projects, CIP Nos. 125043 and 135043. Change orders totaling $12,471.93 were due to <br /> the discovery of underground obstructions that impacted the storm drain construction, <br /> and installation of new irrigation piping across Golden Road. <br /> The final project funding and expenditures are summarized in Attachment 1 to this <br /> report, indicating total project expenditure of $274,099 and remaining funds in CIP <br /> 135043 of$6,401. <br /> Expenses include $19,832 of design costs for the Bernal Avenue Sidewalks (Foothill to <br /> West Lagoon) project, as City staff began design of both the Hopyard and Golden <br /> improvements and the Bernal Avenue improvements using CIP No. 135043 due to an <br /> urgency to comply with Alameda County Transportation Commission's recently <br /> implemented Time of Use Policy for Measure B funds. Delay could have jeopardized <br /> the City's Measure B funds. <br /> Page 2 of 3 <br />
