Councilmembers Cook-Kallio and Brown felt the signage should state "historic" rather than "heritage," which has a different connotation. Mayor Thorne requested clarification on the Council's direction regarding Design Review. Mr. Fialho summarized that there appeared to be support to direct the matter to the Planning Commission for further discussion, with the goal of providing some level of discretionary review for the entire structure it is historic in nature. The grey area that remains is what the Commission will determine should be regulated —whether Design Review is limited to things like windows and roof pitch or extends to feature like porches and exterior siding. The Commission will ultimately develop an expanded definition for the Council's consideration. Vice-Mayor Pentin said he could support exploring and refining the concept for further consideration and while he could not support it throughout the entire city, he felt he could if it were limited to the historic district. He shared his support for the survey as well as the sign options and clarifications mentioned by the Councilmembers Brown and Cook-Kallio. Mr. Fialho explained that staff would prepare an appropriate sign design based on the Council's direction and, absent any strong objections, proceed with the project at the administrative level. Councilmember Brown said she would like to see the final design before proceeding, although not as part of a formal review. Mayor Thome agreed with the term "historic" and said he would like to be consistent throughout the city with the aesthetics of the signs. He also agreed that staff and the Commission should work through the Design Review issue further before the Council can give it any real consideration. MOTION: It was m/s by Brown/Cook-Kallio to authorize the City Manager to execute the professional services agreement with ARG, direct staff to initiate the Code Amendment, and direct staff to move forward with implementation of signage for the historic neighborhoods as described.
