Councilmember Cook-Kallio clarified that her comments were not meant to minimize the intellect, passion, personal experiences, or concerns of those who signed the petition on either side. She said her point was that the conversation that was had in obtaining those signatures is an unknown. All things being equal, she has to consider the evidence that is made available in the 2" thick staff report on the project. Mayor Thome said that each member of the Council was elected to represent the entire community, not just one segment. He said that, based on the actual data, he believed the applicant has mitigated the issues with which he was presented. He explained that he had suggested a 6 month review of the project only because of the types of concerns raised and the fact that he did not want to rely upon the neighborhood to bring evidence of these issues forward. He said he envisioned nothing more than a written report on those 3 issues and offered a substitute motion in that vein. Councilmember Cook-Kallio expressed concern that this is layering bureaucracy where it is unnecessary and encumbering the project in anticipation that the applicant will violate the terms of the CUP, which is bad government. Mayor Thome stressed that he had no anticipation of any violations. If so, he would not approve the project.
