While all <br /> but two Pleasanton voters said "no" to the measure, the community's elected officials continue to ignore <br /> the wishes of the public. Residents on fixed incomes have become the victims of yet another tax hike <br /> and are forced to shop in one of the two adjacent counties with lower tax rates. The combined effect of <br /> Measure BB and One Bay Area will increase traffic turn Pleasanton's once quaint downtown into <br /> something along the lines of Dublin. He asked the Council to stand with the people. <br /> Judy Galletti congratulated both outgoing and incoming members of the Council. She also asked the <br /> Council to represent the people of Pleasanton who again voted "no" on Measure BB. She encouraged <br /> them to make changes, perhaps severing ties with ICLEI or rejecting the mandates of One Bay Area, <br /> and to really consider what it is the people of this community have asked for. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 11. Consider approval of a Memorandum of Understanding with Pleasanton Sports Groups for a <br /> Bernal Community Park, Phase II fundraising campaign <br /> Assistant City Manager Bocian presented the staff report, requesting the Council's approval of a <br /> Memorandum of Understanding (MOU) for a Bemal Community Park, Phase II fundraising campaign <br /> • <br /> and any comments on the related Gift Acknowledgement Policy and Procedures document. He <br /> reminded the Council that Phase II of the project includes three lighted all-weather multi-purpose sports <br /> fields as well as the adjacent 40-acre oak woodland open space. The proposed MOU regards the <br /> fundraising efforts of Pleasanton Sports Groups for the sports fields and related improvements only. He <br /> briefly reviewed the project budget, reminding the Council that the total funds identified for the project <br /> are $16.5 million. <br /> Mr. Bocian explained the city's involvement with Pleasanton Sports Group regarding the MOU started <br /> in the spring of 2012 when Mayor Thorne approached the groups to discuss working in cooperation on <br /> the project. In September 2012 the Council authorized staff to work with Pleasanton Sports Groups on <br /> a fundraising campaign, the outcome of that effort being the proposed MOU. <br /> The goal of the MOU is to raise $1.88 million in private funds, with a caveat within the MOU that could <br /> increase that amount to a maximum of $2 million depending on how the project bids come in. A key <br /> component of the agreement is that in the event the full amount has not been raised within 90 days <br /> after the opening of the sports park, Pleasanton Sports Groups have agreed to pledge to provide the <br /> outstanding balance over a period of 10 years. The MOU outlines a formula for this scenario that is <br /> based on the total outstanding balance and number of participants within each sports group. <br /> The fundraising campaign would begin at the award of the construction contract, with groups having <br /> sole responsibility for the fundraising effort. A unique element of the program, although it was also used <br /> at the Firehouse Arts Center, is a naming recognition with minimum specified contributions and finite <br /> durations. The project is also expected to include a donor wall. A local consulting firm was used to <br /> assist with identifying a fair, equitable and marketable amount for the amenities on the project, although <br /> their recommendations were ultimately decreased to create a more reasonable opportunity to reach the <br /> $2 million target. He shared several examples of proposed sponsorship costs, noting the estimated <br /> amount of $150,000 for naming recognition of one sports field. As currently designed, naming <br /> recognition would continue for the life of the item, up to a maximum term. <br /> Mr. Bocian reviewed the city's responsibilities under the MOU, stressing that this is a cooperative <br /> operation between the city and Pleasanton Sports Groups. As proposed, the city would look to <br /> establish a steering committee to coordinate all fundraising efforts and address any issues as they may <br /> City Council Minutes Page 5 of 14 December 2, 2014 <br />
